Address by the Deputy President, Phumzile Mlambo-Ngcuka, at the Centre for Education in Economics and Finance (CEEF) Africa Annual Fundraising Banquet, Johannesburg Country Club
Minister of Trade and Industry,
Ministers and Deputy Ministers,
Members of the CEEF Board of Trustees,
Members of National and Provincial Legislatures,
Distinguished Guests,
Ladies and Gentlemen,
Thank you for inviting me to this fundraising dinner of CEEF Africa. As this is a funding dinner I know that the key performance indicator (KPI) for me and all of us is how much money we gonna make today.
When I tried to drop out of today’s proceedings I was told about the potential sabotage to the total amount raised so I hope there will be generous giving tonight.
The fundraising is for a very noble cause most relevant in our time and history of our democracy.
My appeal to this audience is that you should help us in becoming a learning nation, which is able to respond to the economic and society challenges adequately, to complete the journey to freedom with integrity and dedication. To give it our all. In that way we will make a good foundation for future generations.
Economic development and growth is about improving the lives of people especially ordinary people and providing services. One of our biggest challenges in South Africa is changing and giving meaning to lives of millions, socially and economically. One of our biggest challenges is to develop capacity to implement our plan for a better life for all. We have the will and some means to do even more and faster.
But we have severe capacity problems arising from skills shortage. Our country can and should grow at faster rate and in a manner that benefits many more people only if we solve the skills problem.
It is for that reason that the President and Cabinet have charged us with a task to accelerate shared growth such that by 2014 we halve unemployment and poverty.
The contribution that CEEF-Africa makes towards South Africa’s human resource development and capacity building is a critical one for all of us concerned with good governance, service delivery and eradication of poverty in our country and the continent.
The existence of an institution like CEEF augurs well for our country when it comes to skills transfer in the spheres of financial, economic and public policy.
We need you to upscale your efforts so that many more people can become CEEF graduates.
In our work for ESG we have identified human resource development (HRD), especially capacity to execute and project manage large infrastructure projects, capacity to plan and deliver services, at all levels. Capacity to spend efficiently and timeously.
Cleary we have made good progress. Where are we now 11 years after democracy? Inflation in South Africa is well under control, as is the balance of payments, the forward position, and state debt. But all of these critical indicators must mean that we are building bridges between First and Second Economy. That is a task we hope the growing percentage of black middle class will grab with both hands.
Please do not say why us? We have only begun “sisadla nathi” or when will the struggle end for black people?
But perhaps the key for both government intervention and business input is education. Education, not only in the traditional sense, but in the skills and knowledge transfer as embodied in the government’s vision of learnerships, mentorships and continued adult education.
The dedication of CEEF-Africa’s Trustees and Directors, who reflect the profile of South Africa, is commendable. The work of CEEF-Africa deserves the support of all committed to this vision of sustainable growth and development and active participation in the world economy and body politic. This vision is anchored in the firm conviction that Africans can and will become architects of their own destiny.
