SNO
PRESS STATEMENT BY THE MINISTER OF COMMUNICATIONS, DR IVY
MATSEPE-CASABURRI, ON THE SECOND NATIONAL OPERATOR (SNO)
There are some conflicting reports regarding the decision on the
Second National Operator (SNO), which need urgent correction.
With regard to the granting and issuing of licences, it is the
Minister who grants a licence but it is Independent Communications
Authority of South Africa (Icasa) that issues it.
The licence will be issued to the totality of the parties
concerned, comprising the SNO entity (namely the combination of the
SOEs, Nexus Connection and the 51% equity stakeholder(s)) and not
to the 49% stakeholders only.
Operations will only commence after the licence has been
issued.
The parties granted the licence and Icasa will discuss licence
conditions before the licence is issued by Icasa.
This arrangement is not in conflict with the law but has been
designed to conform to it.
We hope that these clarifications help to set the record
straight.
During the next eight weeks, government will engage in discussions
with all the interested parties and the valuation of the assets of
the State Owned Enterprises (SOEs) will be completed. We are
confident that within the next eight weeks, we shall be able to
identify the SNO entity and to announce this to the public.
