Title: Matsepe-Casaburri: Appointment of panel for za domain name authority
STATEMENT BY THE MINISTER OF COMMUNICATIONS, DR IVY MATSEPE-CASABURRI, DURING THE MEDIA BRIEFING ON THE APPOINTMENT OF THE DOMAIN NAME AUTHORITY, Pretoria, 21 November 2002
The finalisation of the Electronic Communications and Transactions Act has enabled us to move forward in creating an e-commerce friendly environment. The processes to implement various provisions of the Act are underway.
Today I wish to announce the appointment of an independent selection panel to facilitate the appointment of the board of the domain name authority.
The selection panel has been appointed in terms of Section 62(2)(a) of the Electronic Communication and Transactions Act No. 25 of 2002 to recommend names of directors for the za domain name authority.
The panel that I present to you comprises South Africans who have distinguished themselves as professionals with the requisite knowledge of the information and communication technology sector. From today we place our confidence in this collective, believing that they will be equal to the task at hand.
The members of the panel are:
Mr Mike Lawrie:
Current administrator of the .za Country Code Top Level Domain. He has been involved in the Internet environment since its inception in South Africa and is credited with bringing the Internet to South Africa. He has a background in applied mathematics and has been within the academic environment (Rhodes University and the Foundation for Research and Development) for most of his working career.
Ms Zodwa Manase
Ms Manase is the current chairperson of the State Information Technology Agency (SITA). Zodwa is a qualified chartered accountant with B. Com., B. Compt Hons from the University of South Africa and a Higher Diploma in Tax from the University of Natal.
Ms Manase's financial experience commenced in 1986 with training for articles at Deloitte Haskins and Sells (now Deloitte & Touche). After her training, she held various financial management positions at Shell, C G Smith (Smithchem) and Spoornet.
Mr Sello Matsabu
Mr Matsabu has more than twenty-five years experience in the information, communications and space industry, he is the current executive director of the Information, Communications and Space Technologies business unit at the CSIR. His area of expertise and qualifications are physics and applied mathematics.
Mr Ryk Meiring:
He is an attorney with Spoor and Fischer Attorneys, specialising in intellectual property law. He has served on the Internet Society of South Africa (ISOC ZA) and formed part of the drafting committee appointed by ISOC ZA to consider the development of a body to replace Mr Mike Lawrie as the administrator of the .za domain.
Dr Sebiletso Mokone Matabane
She currently serves as the Chief Executive Officer of Sentech. She has wide-ranging experience in the broadcasting and telecommunications sector, which included serving as the co-chairperson of the Independent Broadcasting Authority.
Dr Mokone-Matabane holds a PhD in educational administration and degrees in television and radio and political science. She is currently a member of the Presidential National Commission on Information, Society and Development.
The panel will shortlist and recommend nine (9) names of people who represent all stakeholders as identified in the Act:
* The existing domain name community
* Academic and legal sector
* Science, technology and engineering sectors
* Labour
* Business and the private sector
* Culture and language
* Public sector
* Internet user community
An invitation to the public for the nominations has already been issued and the closing date is the 29th of November 2002. As soon as the panel has finalised the recommendation, it will be presented to the Minister for appointment. The lifespan of the panel will run concurrently with the term of the current board. This will ensure that in case of a vacancy in the board we are not compelled to constitute a completely new panel.
The closing date of the nominations has been extended to December and members of the panel are expected to finalise their selection of members of the board in February 2003.
I wish to thank all members of the panel for heeding the call to come and participate in this challenging exercise. There is no doubt that together we will make it.
