Officials of the Department
Ladies and Gentlemen
I greet you all
May I take this opportunity to thank you all for coming? When Minister Valli Moosa, the Minister of Environmental Affairs and Tourism launched the National Cleanest Town Competition in June 2001, the aim was to address the pressing problem of the management of domestic waste. It still remains the same today in 2003.
As government we committed ourselves to the total transformation of society through our policies and legislation. We need to transform the ideals of our policies into visible and participatory integrated waste management, resulting in the improvement of the quality of life of all residents.
Programme Director, this is a huge challenge that cannot be achieved by Government alone, but a challenge that all of us should contribute towards its fulfilment.
We are gathered here today because of the domestic waste management challenge. We want to make sure that we deal with the contributing factors once and for all. We all have to commit ourselves to doing all our best to keep our streets, taxi ranks, bus stops, parks and all public places clean.
The following are some of the problems we face, such as streets that are strewn with litter, some areas do not have waste collection services, and many residents are ignorant of responsible waste management. This is why there is a need to clean our province, and it is a massive task, which not only involves the government but also all residents, industries, civil organisations and the youth.
The competition has been developed to work towards a sustainable future, a healthy environment, a strong economy and high quality of life for all citizens. It aims to contribute towards building clean living spaces through:
* increased public awareness and education on waste management
* promoting issues related to waste, pollution and environmental impacts of waste
* encouragement of communities to clean up their residential and working spaces
* public recognition of those cities which are exceptionally clean
* assistance in the promotion of tourism
* increasing awareness on the desirability of a clean environment
* educating of communities on the concepts of waste management and
* encouragement of continual improvement
Today we are here to launch the 2003 Cleanest Town Competition as a follow up from the last year's. In 2002, the following municipalities entered and participated in the competition:
* Nkomazi Municipality
* Msukalingwa Municipality
* Mkhondo Municipality
* Highveld Municipality
* Emalahleni Municipality
* Umjindi Municipality
* Dr J S Moroka Municipality
* Delmas Municipality
* Mbombela Municipality
* Lekwa Municipality and the
* Highveld East Municipality
I would like to thank them all for taking part in this exercise in the past year; their effort is commendable because it resulted in a clean province.
Programme Director, I would like to encourage them all to again enter by submitting entries for this year's competition and in the process transform society and improve the quality of life for all communities in Mpumalanga, our beautiful province.
Those of you who would like to know what you can do to assist your municipality to win the R1 million at stake and keep your municipality clean should:
* report all places that are dirty and need attention to your municipality and local media
* assist in cleaning these places
* ensure that your domestic, business and industrial waste is managed
* make people aware of the importance of waste minimization through recycling, reducing and re-using waste
* declare war on waste!
I therefore declare the Cleanest Town Competition 2003 officially launched.
Programme Director, allow me to take this opportunity to honour those who won the 2002 Cleanest Town Competition. Thank you for having done your best in keeping your towns, residential areas and the whole municipalities clean. Your achievement is very much commendable. We are proud of you and wish you all the best in this year's competition. Let us give them a big hand.
To the sponsors, KOMATSU, thank you very much for your good gesture and support, it is for a good course. We value your support and hope to be partners for many, many years to come.
I thank you.
