Ladies and gentlemen
It gives me pleasure to be part of this wonderful occasion as we celebrate the tenth anniversary of our liberation and establishment of democracy. Our coming together at this celebration is recognition that education and training is a crucial pillar and foundation for the development of our country and province.
It also reaffirms that the role of education goes well beyond its contribution to economic development that is fundamental to building and ensuring a sustainable democratic society. Education provides citizens with the tools to understand the issues that confront them, thus enabling them to actively participate in the building and governance of their communities.
In short, education and training provides people with tools to interpret and understand their environment (province) thus enabling them use this tools change it. It will also help them to be able to determine and redefine their development agenda. I plead with you to look at this occasion in the context of not being the only way to improve capacity for the individual learner or employees.
But should be seen as that which constitutes the strengthening of the most important vehicle available to the government to achieve goals of changing our province or country. So the achievement of the individual in this occasion should become an important vehicle through which will transform the less tangible aspects of this public servant - that is their attitude, their commitment and manner in which they engage with the general public.
The expected spin-off, is that these graduates, which forms part of the bigger part of our population that can play an increasingly important role in their communities to accelerate the achievements of our overarching goals for this country even faster. Given the importance of skills development in the province will be in the near future publishing the Provincial Human Resource Development Strategy.
This document builds on the foundations that have previously been put in place through the National Skills development Strategy. This strategy is going to open up opportunity for all of us to benefit from better coordination and alignment of development initiatives that are already taking place in the public service and private sector in our province.
Hence it is imperative that our provincial development needs and specific skills shortages that currently exist within the province will inform all types of skills development efforts. This document is important, because it will offer all of us to handle the actual impact of the future development efforts.
The certification of individuals in an increasing numbers should not be the final outcome that we have in mind, but should see that any development opportunity translate in greater effectiveness in the performance of the individual in their responsibilities.
The provincial Human Resource Development strategy will provide us with ample provision for better monitoring and evaluation of our development efforts. When the government published the National Human Resource Development strategy - A Nation At Work For A Better Life For All - it embraced enthusiastically, the Learnership programme, a new approach to building skills.
At the Growth and Development Summit on 7 June 2003, the government committed to provide at least 25 000 learnership by May 2004. This undertaking is part of a wider agreement with social partners to secure learnerships for at least 72 000 by May 2004.
This initiative is designed to contribute to reduction in youth unemployment and to strengthen the country's skills. The implication by this pledge is that government at national and provincial level, need to be committed to it.
As part of government we pledge as Mpumalanga that we will be part of all those government departments that will contribute to the 10 000 learners target as set out for us by the Growth and Development Summit (GDS).
As Mpumalanga Provincial Government we commit ourselves to this, in order to demonstrate that our government is not simply promoting learnerships to private sector employers, but we are leading the way through our active involvement. Learnerships will also offer education and training that will lead to improved skills in the public service and enhance standard of service delivery.
The expansion of learnerships in government departments will be a practical way giving our people the skills and work experience our young people need to be employable. All the above proves that for our government to succeed in our mandate of providing effective and efficient service delivery for our citizens, we need to invest in public service training and development.
Let me end up by saying the tide has turned and nothing will stop Mpumalanga now.
