WRITTEN REPLIES TO QUESTIONS IN THE NATIONAL ASSEMBLY BY THE MINISTER OF ARTS AND CULTURE, PALLO JORDAN, Cape Town, 9 June 2004

Following the controversy regarding South Africa's participation at the Cannes Film Festival, the Democratic Alliance, through Ms Diane Kohler-Barnard, today (9 June 2004) demanded an explanation from the Minister of Arts and Culture, Dr Z Pallo Jordan, regarding the expenditure and purpose thereof incurred at the festival.

Ms D Kohler-Barnard's question to the Minister:

A. What total amount was spent by the department and/Ministry on:
I. Transport to and from the Cannes Film Festival
11. Accommodation at the Festival

B. What are the names and positions of Department of Arts and Culture officials who travelled to Cannes?

C. What specific roles and functions did each such official and/or representative perform at the Festival?

D. Which meetings and discussions were undertaken by the said officials during the Festival?

E. I. Who authorised the attendance of the department officials at the Festival?
II. On what date was such authorisation given?

What measurable benefits did the visit to Cannes by the DAC officials bring to South African film industry that could not have been achieved by members and or representatives of the South African film and television industry who attended the festival?

WRITTEN REPLY: NATIONAL ASSEMBLY: MS D KOHLER-BARNARD (DA): 2004-05-08: EXPENDITURE AND PURPOSE OF OFFICIALS AT THE CANNES FILM FESTIVAL

Question A: What total amount was spent by the department and/Ministry on:
I. Transport to and from the Cannes Film Festival
II. Accommodation at the Festival

Answer:

* The estimated total cost for transport was R68 452-00
* The estimated total for accommodation was R151 158-00
* Estimated expenditure for the Deputy Minister and Ministerial Secretary's travel, accommodation and subsistence was R125 100-00
* Estimated expenditure for travel, accommodation, and subsistence for the 5 DAC officials was R221 169-00
* The estimated total departmental expenditure for transport, accommodation and subsistence for all DAC officials and the Deputy Minister was R346 269-00

The following table details estimated contributions from the Ministries of Arts and Culture, Trade and Industry and Environment and Tourism as well as South African Airways towards the total expenditure for Cannes:

NOTES: Additional Budget allocation to enable NFVF participation including festival registration and accreditation, film submissions to the festival, freight and courier for prints, tapes and marketing and promotional materials, booking of screening venues for South African film retrospective, organizing and hosting of Deputy Ministers dinner, the Official South African 10 Year of Freedom Dinner Party and the South African Producers Network Breakfast

INSTITUTION: National Film and Video Foundation
AMOUNT: R1 000 000-00
NOTES: Including flights, accommodation and subsistence for NFVF employees, Board member, 20 local Filmmakers, 3 Press members. Production and print of marketing material, booking of advertising space in international press, networking cocktails for South African Companies at the Pavilion, Local transportation, company registration, phone line subscriptions, French translator, Visas, booking of 2 South African bands to perform at select South African Events

AMOUNT: R 500 000-00
