The Inkatha Freedom Party (IFP) National Chairperson of the Youth Brigade,
Mkhuleko Hlengwa, today sent a letter to the Public Protector, Advocate
Thuli Madonsela, requesting an urgent appointment with her to discuss the
matter of the NYDA.

Mkhuleko said: “Our delegation will impress upon Adv. Madonsela the urgency
of the matter and hope that our call to immediately investigate the NYDA
will be met. Once the date for the meeting has been set we will inform the
public.”

“We are very impressed by all the support we are getting in this matter from
all different sectors of society. And I invite all the youth of South Africa
to join us in calling for the investigation,” said Mkhuleko.

He concluded: “I promise to keep the public informed about the outcome of
the meeting.”

RE: REQUEST FOR A MEETING

Madam,

The IFP Youth Brigade hereby requests to meet with you to discuss the matter
of the National Youth Development Agency’s financial involvement in the 17th
World Festival of Youth and Students. The IFPYB has decided to approach you,
the Public Protector, to investigate how the R106 million, that was mostly
government funded for the World Festival of Youth and Students, was a spent.
The festival was a dismal failure and an insult to South African youth as
this money could have been better utilised for South African youth
programmes.

The World Festival of Youth and Students is an international event,
organized by the World Federation of Democratic Youth (WFDY). The NYDA
launched a bid to host the 17th Festival without being a member of WFDY. The
only organization in South Africa that is a member is the ANC Youth League.
The hosting organization was therefore the ANCYL, however it was the NYDA
that incurred the bill for this festival at an estimated cost of R106
million.

The NYDA willingly bankrolled this festival with taxpayer's money. We
believe that in this instance state and party lines were blurred and
compromised, which is extremely dangerous for democracy.

We are of the view that the NYDA being a government institution, was in
breach of the constitution by incurring the costs of a festival that was
outside its jurisdiction and moreover, we maintain that the NYDA should not
finance political party programmes.

Moreover, the NYDA has come out in full support of the recent march action
of the ANCYL in Gauteng.

It is on this basis that we wish to meet with you and discuss the
possibility of launching an investigation into these matters which we
believe are an explicit demonstration and display of political bias by a
state institution.

I hope this urgent request will reach your favorable consideration. Kindly
advise on suitable date, venue and time.
