I would like to begin with the sour relationship between the Department of Public Works and the Department of Police. Business premises used by the Department of Police are being closed and police evicted, because the rental has not been paid by the servicing department, which is the Department of Public Works. By not working together, this is an indictment of bad governance. Improvement must happen soon.

CORRUPTION IN THE POLICE

The functioning of the Bid Adjudication Committee and the way it has conducted its business is not acceptable at all. Not only has this Committee wasted a lot of money, they have condoned some of the wrongdoing by this Committee. This is not acceptable. Corruption is not acceptable in any form whatsoever, and we will fight it to the end. This Department must fight corruption from both within and without, and this includes nepotism, irregular promotions, purchasing goods without proper procedures and tendering processes, hiring venues from friends and so on.

Corrupt officials need to be investigated no matter what position the official occupies. The Supply Chain section of this Department must be thoroughly investigated, including those officials who have left the service, as well as the Forensic Laboratory Services section.

BEHAVIOUR OF POLICE MEMBERS

There are members of the Police who conduct business with the Department and this matter has not been resolved. Police members are moonlighting, and use their powers to intimidate small businesses - they use the swing door. If they are caught, they resign and are then appointed as consultants for the Department.

In addition, some SAPS members abusing their sick leave and some are promoted irregularly. This is not compatible with the rules of the Department. Some members of the management are promoting their friends and relatives who do not qualify for the positions.

TRAINEES WHO DO NOT QUALIFY

There are trainee SAPS members who are not qualified to carry firearms yet are allowed to do so. Is this because they have friends in top management? This is corruption of the worst order and those managers who are implicated do not qualify to be in this Department.

CRIME INTELLIGENCE

I do not know what to say about this section of the police. This is a section that needs to be overhauled and cleaned up altogether. Those members who have misused money fraudulently must be investigated, suspended and if found guilty, fired.

GENDER BASED VIOLENCE

When the Department has re-established the Specialised Family Violence units, cases like rape and the victimisation of women has to stop. Families must report these cases and they must co-operate with the police who investigate these cases in order to assist the victims.

A REAL MAN DOES NOT RAPE BUT AN ANIMAL DOES. A RAPIST SHOULD BE TREATED WITH CONTEMPT AS A WORST CASE WITHIN FAMILIES.

The IPID must work much harder to identify and arrest those crooked police who are trigger happy and kill innocent people. The IPID must promote themselves to communities. Their offices should not be on the seventh floor of a building, but situated in easily accessible offices, closer to the communities.
