REHABILITATION

In order to fulfill this process, the sentences of offenders should allow for rehabilitation and this is the function of this Department. The Committee has taken a position that not a single offender should be
prevented to be rehabilitated. All offenders must accept that this is the function that should be done all the time.

STUDIES

When the Committee visited the centres, the most important part of it is to emphasise education as a means to acquire knowledge. All those offenders who think that they re going to get free meal without being educated and prepare themselves for future purposes. Centers are not hotels therefore offenders
must bear in mind that they should use their time to be educated while they are being involved in rehabilitation.

PARDONS

The IFP strongly opposes to give pardons to crooks, Izinswelaboya. Those offenders who have solicited money by wrong means and found guilty of such should not by all means thought of being pardoned.

The offenders who should be given the pardons are those who have less than three sentences because of what they have done.

Rapists, murderers, crooks and car heist offenders should not be pardoned at all. Police work very hard to arrest and prosecute these offenders, therefore they cannot and they should not be allowed to go free without
serving their sentences.

The IFP will sympathise with sick offenders who have been certified by doctors that nothing can be done to them, then those ones maybe be allowed out on strict conditions. The offender can not be sick at the centre but
become a golf or boxing player when that offender has been given the pardon. That cannot be allowed at all.

CORRUPTION BY STAFF MEMBERS

The Department should fight the corruption by its members at all positions. The staff members that are corrupt must be fired with immediate effect.

It is a corruption to promote a member because of favours. Its corruption to extend the contract of service providers without proper procedures. It is corruption to extend the contract of service providers without proper
procedures. Its corruption to use offenders while they are not compensated for what they do for the department.

Let us stop this corruption at all costs.

This Department is at the tail end of JPS Cluster therefore those who are planning and budgeting should bear in mind that our product is people therefore they should get their own services which they deserve.

BUILDING AND MATERIALS

This led me to the dilapidated buildings and not having proper material in order to safeguard offenders. The staff and offenders should feel safe while they are in the centres. Members of staff must enjoy to come to work because the environment they work in and the material they be should order at their
work.

SEVENDAY ESTABLISHMENT

I hope the Department has come to the agreement about the seven day establishment. If not something has to be done because the committee will not allow the abuse of power and sick leave from staff members' because of this.

This goes together with vetting of staff members who are employed by the Department. This problem has to be overcome at all levels.
