This report from Kio Advisory Services, commissioned by the South African Mining Development Association, states that South Africa's mining sector is in need of a drastic overhaul. This should include the development of a new vision and plan for the sector, the development of a new policy for awarding mining rights and the establishment of new institutions, including a state mining company, a dedicated agency to award mineral rights and a mining development agency to provide financial and other support to emerging miners. The ANC Youth League has used the report to support its campaign for the nationalisation of mines.
