The Debate on the State of the Nation Address (SONA) and the President’s Reply to the debate will take centre stage on Parliament’s agenda this week.

On Tuesday at 10 am, Parliament will host a Joint Sitting of the National Assembly (NA) and the National Council of Provinces (NCOP) to debate the President’s State of the Nation Address. The SONA debate will resume on Wednesday at 10 am.

On Thursday at 08.30 am, the two Houses of Parliament, the NA and the NCOP, will convene their respective Programme Committee meetings to plan for the business of Parliament. The meetings, will among others, consider the draft programme of the respective houses, committee reports, and Bills before the Houses.

On the same day at 2 pm, President Cyril Ramaphosa is scheduled to reply to the debate on his SONA.

Parliament continues to fulfill its constitutional responsibilities. Much of Parliament’s law-making and oversight work, which includes public participation and involvement, is carried out through its committees – the engine room of the National Legislature.

Three of the Committees will conduct public hearings on various Bills in three provinces later this week. The Portfolio Committee on Forestry, Fisheries and Environment is taking its second leg of public hearings on the Climate Change Bill to Limpopo province, while the Portfolio Committee on Transport visits the Eastern Cape for consultations on the Railway Safety Bill. The Portfolio Committee on Mineral Resources and Energy will be consulting Western Cape residents on the Upstream Petroleum Resources Development bill.

There are 26 committee meetings scheduled for this week as outlined below:

MONDAY, 13 FEBRUARY
Committee for Section 194 Enquiry, Hearings: Day 44 – Ms Bianca Mvuyana to appear before the Committee.

Portfolio Committee on Public Service and Administration (Sub-Committee), Shortlisting of the Candidates for the Public Service Commission Commissioner vacancy.

TUESDAY, 14 FEBRUARY
Portfolio Committee on Environment, Forestry and Fisheries, Election of the Chairperson.

Standing Committee on Finance, Briefing by the Auditor-General on audit outcomes of National Treasury and its entities; Consideration of letter from Independent Commission for the Remuneration of Public Office Bearers: Draft Job Profiles of Commissioners of the FFC.

WEDNESDAY, 15 FEBRUARY
Standing Committee on Finance, Briefing by National Treasury and SARS on their annual reports.

Portfolio Committee on Public Works and Infrastructure, Consideration and adoption of the first term programme; Briefing by the DPWI/PMTE on its 2022/23 Second Quarter performance; Consideration and adoption of the minutes of the previous meeting

Portfolio Committee on Employment and Labour, Briefing by Department of Employment and Labour on the First Quarterly Performance Report 2022/23 of the following entities: CCMA; Nedlac; and PSA.

Committee for Section 194 Enquiry, Hearings: Day 45 – Ms Bianca Mvuyana to appear before the Committee.

Portfolio Committee on Social Development, Briefing by the Department of Social Development and the South African Social Security Agency (SASSA) on the status report on the payment of social grants.

Standing Committee on Appropriations, Briefing by National Treasury on the 3rd Quarter Expenditure Patterns for the 2022/23 financial year; Briefing by Office of the Chief Procurement Officer on the deviations and expansions for the 3rd Quarter of the 2022/23 financial year.

Portfolio Committee on Trade and Industry, Briefing by the Companies Tribunal and the ECIC on their first and second quarter financial and non-financial performance for the 2022/23 financial year.

Portfolio Committee on Public Service and Administration, Briefing by the Department of Public Service and Administration, National School of Government and Centre for Public Service Innovation on the first, second and third quarter performance of the 2022/23 financial year; Briefing by the Public Service Commission on the first, second and third quarter performance of the 2022/23 financial year.

Portfolio Committee on Public Enterprises, Briefing by Transnet on an update on the overall business, including socio-economic contributions in terms of job creation, skills development, promotion and support of small and medium enterprises; Consideration and adoption of draft minutes.

Portfolio Committee on International Relations and Cooperation, Briefings by the Department on the performance of the Department and that of the African Renaissance Fund for the 1st and 2nd quarters of the 2022/23 financial year.

Portfolio Committee on Defence and Military Veterans, Consideration and adoption of PCDMV 2023 First-term Amended Programme; Briefing by the DOD on its 2nd and 3rd Quarterly Reports for 2022/23; Feedback by the DOD on the 2022 BRRR Recommendations; Update by the DOD on the Umzimvubu Regiment matter; Consideration and adoption of outstanding minutes and reports.

Standing Committee on Appropriations, Adoption of Committee’s Draft Report on the study tour to South Korea.

Portfolio Committee on Communications, Consideration and adoption of 2023 1st Term Draft Committee Programme; Finalisation on the SA Postbank Limited Amendment Bill [B 22-2022]; Briefing by the Department on: (i) BBI Integrated Annual Report for 2021/2022 financial year; and (ii) all outstanding legal cases in the Portfolio; Adoption of Report on the Public Protector’s Report 113 of 2021/22.
