President Cyril Ramaphosa will return to the National Assembly (NA) for an oral question and answer session during a hybrid plenary sitting scheduled for Thursday, 03 November, at 2 pm.

On Wednesday, at 3 pm, Cluster 2: Social Services Ministers will also appear before the NA for oral replies to questions by the Members of Parliament (MPs). The Cluster consists of departments of Basic Education; Health; Higher Education, Science and Innovation; Human Settlements; Social Development; Sport, Arts and Culture and the national department on Water and Sanitation.

Another oral questions and answer session will take place in the National Council of Provinces (NCOP) at 2 pm on Thursday with Cluster 2C Ministers. This Cluster comprises of Ministers responsible for the national departments of Sport, Arts and Culture, Human Settlements, Water and Sanitation.

Oral questions and answer sessions are one of Parliament’s range of mechanisms utilized to hold the executive accountable as stipulated in section 92(2) of the Constitution. Members of the Executive (The President, Deputy President and Cabinet Ministers) are accountable collectively and individually to Parliament for the exercise of their powers and performances of their functions.

Both the President and Social Services Cluster Ministers’ questions and answer sessions will be preceded by a hybrid plenary sitting on Tuesday, at 2 pm, in which the NA will deliberate on Members’ statements and consider various committee reports.

The committee reports include recommendation of candidates for filling of vacancies in the Commission for Gender Equality (CGE); report of the Portfolio Committee on Defence and Military Veterans on Oversight visit to selected Armscor facilities, Denel’s Lyttelton Campus, Special Forces School and Department of Military Veterans’ Headquarters; report of Standing Committee on Finance on Oversight visit to South African Special Risk Insurance Association (SASRIA), and others.

On Tuesday still, from 10 am – 4 pm, the NCOP will host a hybrid Ministerial Briefing Session on the Resourcing of the Police Service and Police Stations, under the theme: “Progress in the resourcing of the police service and Police stations to wage a concerted battle against crime and criminality.”

On Thursday at 8.30 am, both the NA and the NCOP Programming Committees will host their respective programme committee meetings, among others, to plan for the business of the two Houses of Parliament, consider committee reports, Bills before the Houses, and the upcoming parliamentary programme.

From 9 am until 11 am on Friday, the NA Rules Committee will hold a virtual meeting to consider a number of issues, including the handling of the recommendations of the Judicial Commission of Inquiry into Allegations of State Capture, Corruption and Fraud in the Public Sector.

Pan African Parliament’s (PAP) 6th Ordinary Session continues in Midrand until the 12th of November.
