Health Minister Manto Tshabalala-Msimang made the announcement in Cape Town during the Parliamentary Media Briefing Week, today.
"The Social health insurance will ensure that families of all people in formal employment have access to contributory health cover," explained the minister.
The insurance will embrace three major principles, namely risk related cross subsidies, income related cross subsidies and mandatory cover.
"Important groundwork for SHI was done last year through a consultative process on risk pooling and cross-subsidisation," said minister Tshabalala-Msimang.
Meanwhile, the minister added that the National Health Bill would soon replace the Health Act of 1977, which the country was still operating under.
"The Bill has been specifically designed to give effect to government's constitutional duty to ensure progressive access to essential health services for all our people," said the minister.
The Bill is a wide-ranging framework of law, dealing with patient's rights, the structure of the public health system, human resource issues and certification of all health establishments. –BuaNews.
