Negotiations around the Occupation Specific Dispensation (OSD) for public servants would be concluded on Tuesday, Public Service and Administration Minister Richard Baloyi said on Monday.

"We have set ourselves a target to make sure that by the end of the month, we have concluded all negotiations related to OSD questions. When we pronounced our position and indicated this deadline, we said that it was non-negotiable," Baloyi told a media conference, ahead of his department's budget speech.

He noted that the June 30 deadline had been set with the consent of the labour representatives at the start of negotiations, and would not be extended. If negotiations were not concluded by that time, Baloyi said that his department would provide a way forward.

However, he stated that he was "confident" that negotiations would be concluded on time.

The OSD negotiations affected several public servant groups, including doctors, social workers, and correctional services.

Baloyi stated that negotiations with social workers and the correctional services were all but completed, while the negotiations with doctors were "very close" to completion.

The OSD salary structure has been approved last year, but is still to be implemented.

Baloyi further stated that his upcoming budget speech would focus on the accomplishments and obstacles of service delivery. He said that one of the major obstacles was that of corruption.

He stated that to ensure that South Africa had a successful and responsive public service, public servants had to be committed, and willing to play according to the rules. He stated that public servants with interests in private companies had to declare those interest in an effort to stamp out corruption.

Another area of interest that Baloyi would cover in his speech on Tuesday would be that of single public services. He stated that he would commit his department to a timeframe, within the current financial year, as to when the single public service would be finalised.
