The Presidential Remuneration Review Commission (PRRC) this week welcomed President Jacob Zuma’s recent appointment of leading academic and expert in public sector policy Professor Sibusiso Vil-Nkomo as a Commissioner.

A Senior Research Professor at the Centre for the Advancement of Scholarship at the University of Pretoria and an award winning international scholar, Professor Vil-Nkomo succeeds another doyen of public service administration, Dr Vincent Maphai.

Appointed as a PRRC Commissioner in September 2014, Dr Maphai has since left the Commission to take up a position as a visiting Professor of Global Studies at Williams College in Williamstown, Massachusetts in the United States. Prior to joining the PRRC, Dr Maphai was also involved in various public policy projects and roles including the National Planning Commission.

Paying tribute to Dr Maphai’s contribution to the Commission; the PRRC Chairperson (retired) Justice Kenneth Mthiyane said his expert input on public administration within the Commission would be greatly missed.

“As the Commission we will definitely miss Dr Maphai’s perceptive input and contribution to the robust debates we continue to have in carrying out this all important mandate. We will definitely miss his stewardship and are grateful that he periodically stepped in and provided leadership within the Commission as and when it was necessary.
“We wish Dr Maphai well in his new position in Massachusetts and we are really proud of the contribution he has made in our country,” said Justice Mthiyane.

Justice Mthiyane further welcomed Prof Vil-Nkomo’s appointment and said the Commission was looking forward to tapping into the professor’s wealth of vast academic research experience, not to mention the experience he gained as a member of the first democratic government’s Public Service Commission appointed by the late former President Nelson Mandela.

A prolific writer who has published copious volumes of academic research papers, Prof Vil-Nkomo has also studied and taught at various prestigious institutions of higher learning both here at home and overseas. He has also worked in both the private sector and in the public service sector. He is currently a Senior Research Fellow at the Centre for the Advancement of Scholarship (CAS) at the University of Pretoria; Chairman, of the Board of Governors at the Mapungubwe Institute for Strategic Reflection (MISTRA) and Chairman of the Agricultural Research Council (ARC).

“Prof Vil-Nkomo’s expertise as a leading researcher will stand the Commission in good stead. He joins the Commission as we enter the all-important phase of analysing all the submissions that have been made to the Commission. We are looking forward to tapping into his wealth of experience in the Public Service I am elated that he has agreed to take up this assignment – whose findings will have a significant bearing on the future of the Public Service in our country,” he said. 
             

The Commission, which has until October 2017 to conclude its work, was appointed by President Zuma to inquire into remuneration and conditions of service in the Public Service and Public Entities as listed in Schedules 3A and 3C of the Public Finance Management Act, 1999 with educators receiving priority.

Issues that the Commission is required to investigate, in accordance with its Terms of Reference, include matters such as service delivery, recruitment, promotion and retention, performance management, job evaluation, grading and fiscal sustainability of the wage bill.

Following months of data collection from various stakeholders in the Public Service sector nationally and provincially, the Commission has commenced with preparations for the next phase on its project plan – that of analysing all received submissions.
