Toussaint Alain said Gbagbo would make a televised speech at 8:00 pm (2000 GMT) Friday.
Gbagbo has remained obstinately silent on the peace deal since he accepted it late last month.
That acceptance of the accord, in front of UN Secretary General Kofi Annan and a group of African leaders, sparked widespread outrage and riots in Ivory Coast because the accord gives rebels who launched the country's war in September key posts in a new government of national unity.
Ivory Coast's main rebel group has ruled out renegotiating the French-brokered deal or sacrificing the key ministries to rescue the accord.
The armed forces and five leading political parties have meanwhile said they will not accept rebels in the unity government, which, under the accord, would be headed by a consensus prime minister - Sapa-AFP
