The Independent Communications Authority of South Africa ("the Authority") is in the process of formulating the Number Plan Regulations in terms of section 4(4) of the Electronic Communications Act No. 36 of 2005 ("the EC Act"). Consequently, ICASA invites the public to make submissions on the Numbering Plan Regulations published separately on 4 June 2010. The attached explanatory note is not intended to describe or paraphrase the Regulations but to provide context and discuss points that might otherwise be obscure.
