EXTRACTS FROM A SPEECH BY COBUS DOWRY, MINISTER OF AGRICULTURE IN THE WESTERN CAPE, DURING THE PREMIER'S STATE OF THE PROVINCE DEBATE, 31 May 2004
Een van die belangrikste aspekte rakende die regstelling van die ongeregtighede van die verlede, is die uitwissing van armoede en in hierdie verband is Landbou 'n belangrike rolspeler.
Ten einde armoede te bestry en werk te skep, moet die toekomstige generasie bemagtig word deur eienaarskap van die ekonomie. Grondhervorming en dit wat daarmee gepaard gaan, is een van die hoekstene van die normalisering van ons samelewing. Dit is derhalwe noodsaaklik dat die proses van grondhervorming daagliks die nodige aandag sal kry. In die grondhervormingsprogram is dit noodsaaklik dat alle rolspelers aan boord sal kom. Dit is dan ook verblydend dat 'n onlangse meningsopname deur Markinor aangetoon het dat 75% van die respondente (landbouers) aangedui het dat grondhervorming en die herverdeling van grond onafwendbaar is.
Ons verbind ons opnuut tot die beginsel dat verantwoordelike grondhervorming noodsaaklik is om gelyke toegang tot deelname aan landbou te bewerkstellig ten einde volhoubare landelike ontwikkeling te stimuleer.
Na beraming het ons reeds sowat 6170 huisgesinne se lewens positief beinvloed met die herverdeling van sowat 80 000 hektaar grond deur die proses van grondhervorming.
There are three very important strategies that needs to be implemented to enhance a programme of Ikapa Elihlumayo and they are: Equitable access and participation; Global competitiveness and profitability and sustainable resources management. As the Minister responsible for Agriculture I am committed to these strategies in order to improve quality of life of every person in the Western Cape.
Speaker, die Departement van Landbou is intens bewus van die uitdagings wat die Provinsie in die gesig staar op landbougebied, daarom is ons net so gretig om reeds in die eerste 100 dae 'n wesenlike bydrae te lewer tot 'n groeiende Wes-Kaap.
The Western Cape Department of Agriculture has expanded its former programme for Farmer Settlement to a comprehensive Farmer Support and Development programme which will provide extension, support and facilitate training to farmers, with special emphasis on developing of emerging farmers, implementation of land reform programmes and agricultural rural development projects.
Given that the predominant need for development of an equitable and diverse agricultural sector has been identified, 80% of the Farmer Support and Development Programme budget will be utilised to build capacity of the historically disadvantaged communities and individuals. The commercial sector employs more than 200 000 people and therefore 20% of budget will be allocated to support this sector.
Within the next 100 days a study will be launched evaluating all existing land reform projects in order to identify frustrations, challenges and strengths. Also, the process of appointing in the region of 70 additional extension officers to serve mainly the emerging farming sector will commence.
The Department of Agriculture has embarked on a provincial client survey in order to determine perceptions and specific needs of our various clients. Within the next three months the survey will be complete, the information interpreted and appropriate strategic actions, including a communication campaign, developed in order to address the issues concerning service delivery that the survey pointed out.
