SPEECH BY COBUS DOWRY, WESTERN CAPE MEC OF LOCAL GOVERNMENT, AT THE PRESENTATION OF THE VUNA AWARDS, Cullinan Hotel, Cape Town, 29 October 2003

VUNA AWARDS - LET US SET A BENCHMARK FOR EXCELLENCE

Dit is 'n merkwaardige prestasie dat ons reeds twee jaar en tien maande na ons 'n nuwe bedeling in plaaslike regering aanvaar het - waar ons die bedeling in die praktyk moes vestig, waar ons deur 'n proses van transformasie gegaan het, waar daar politieke onderstrominge was - vanaand by 'n punt kan kom om aan munisipaliteite erkenning te gee vir die geweldige taak wat verrig is en vir die sukses wat bereik is.

Tonight we recognise municipalities in the Western Cape, which accepted excellence as the norm. Tonight we recognise the achievers in local government, which will set the benchmark not only for excellence but also for merit and success.

Met dit in gedagte is daar by my geen twyfel dat plaaslike regering in die Wes-Kaap goed gevestig is en dat ons munisipaliteite op vele terreine die voorlopers is wat betref plaaslike regering in Suid-Afrika. Ek het ook geen twyfel dat die samewerking en verhouding tussen die plaaslike en provinsiale sfere van regering, spesifiek in die Wes-Kaap, op 'n goeie en gesonde voet is nie.

In the Western Cape, ten municipalities have been short listed for the prestigious Vuna provincial excellence awards, of which the three winners will be announced tonight. The short-listed municipalities are:

* Beaufort West Municipality
* Bergrivier Municipality
* Breede River/Winelands Municipality
* Central Karoo District Municipality
* City of Cape Town
* Matzikama Municipality
* Saldanha Bay Municipality
* Stellenbosch Municipality
* Swartland Municipality
* Theewaterskloof Municipality

Die Vuna toekennings het ten doel om goeie praktyke te identifiseer en om 'n fasiliterende rol te speel tussen munisipaliteite sodat hulle van mekaar kan leer. Met hierdie toekenning word daar onder ander gepoog om:
* Munisipaliteite aan te moedig om kreatief en skeppend te dink in munisipale dienslewering
* Doeltreffende uitgebreide ontwikkelingsprogramme soos die Gekonsolideerde Munisipale Infrastruktuurprogram, Plaaslike Ekonomiese Ontwikkeling, Geintegreerde ontwikkelingsplanne, Stedelike Vernuwingsprogram en Geintegreerde Volhoubare Landelike Ontwikkelingsprogram, te bevorder
* Erkenning te gee aan munisipale institusionele effektiwiteit en doeltreffendheid
* Goeie regering te bevorder
* 'n Standaard daar te stel
* Munisipaliteite wat swak vaar te identifiseer en te ondersteun
* Die profiel en beeld van plaaslike regering te verbeter
* Vertroue te bou tussen munisipaliteite en gemeenskappe en belangegroepe
* Stelsels van ontwikkelingsgerigde plaaslike regering te verhoog.

Met hierdie toekennings word gepoog om munisipaliteite te motiveer om voortdurend te soek na meganismes om hul vertoning te verbeter. Ek glo dat hierdie toekennings 'n prestige toekenning is wat die nodige erkenning gee aan daardie munisipaliteite wat nie tevrede is met middelmatigheid nie maar voortdurend wil streef na uitnemendheid.

The ten short listed municipalities have been assessed against the following criteria:

(1) Service delivery - this focused on how municipalities have provided municipal services in the past three years including delivery strategies within the Integrated Development Programme (IDP) framework and projects that have significantly improved the lives of citizens
(2) A focus on activities and programmes developed to promote Local Economic Development (LED) and thus contribute to job creation
(3) The assessors focused on the transformation of municipal institutions, especially against performance targets, including quality and effective leadership, provided by administrators and politicians and effective implementation of municipal workplace skills and employment equity plans
(4) They focussed on municipal financial viability including mobilisation, effective collection and spending of municipal revenue
(5) There was a focus on good governance including the roles and functions of the Mayor, Speaker, Municipal Manager and the Executive Committee with emphasis on decision making models/arrangements; mechanisms for ensuring adherence to code of conduct; performance management systems; and accountability to stakeholders.

As daar een aspek is wat uitgekom het tydens die ontleding van ons munisipaliteite, dan is dit dat daar 'n werklike verbintenis is tot dienslewering en ontwikkelingsgerigte plaaslike regering. Ons munisipaliteite is besig om skeppend en innoverend te kyk na plaaslike regering en reeds met ons ontleding van munisipaliteite vir die Vuna toekennings kon ons 'n paar beste praktyke identifiseer. Ek verwys graag na 'n paar:

Dienslewering - Deurdat die verbruikers verantwoordelik bly vir die betaling van 10% van die munisipale rekening, ongeag van die deernisbeleid, word 'n kultuur van betaling gevestig en behou. Na my mening moet ons daarna streef om verantwoordelike gebruikers te skep in die Wes-Kaap en hierdie is moontlik 'n stap in die regte rigting. So is daar ook byvoorbeeld staankrane, wat funksioneer as voorafbetaalde dienspunte, in gemeenskappe opgerig - dieselfde beginsel as by elektrisiteit is hier van toepassing.
