BRIEFING POINTS BY THE PREMIER OF THE NORTHERN CAPE, MANNE DIPICO, AT THE SOD-TURNING CEREMONY OF THE RECREATION CLINIC, Galeshewe, 24 September 2003

Ladies and gentlemen
It is a great honour and pleasure for me to be here to celebrate the sod turning ceremony of the construction of the recreation clinic, which is worth R1,3 million.
This facility will be comprised of five consulting rooms and fully equipped with the state of the art primary health care equipment that is in line with the World Health Organisation standards.
The construction of this clinic is in response to the call made by the President that we take health services to where our people stay.
The clinic will save the people of this surrounding area the trouble from travelling long distances to the nearest clinic. This also forms part of the presidential urban renewal programme, which also targeted Galeshewe for development purposes.
The major goal of the transformation of the health care service remains the development of a comprehensive integrated national health care system, which provides accessible healthcare services to all South Africans.
We are of the view that the building of new clinics, upgrading existing facilities, and making personnel, equipment, drugs and transport available, will all directly improve service provision in the country. This is further aimed to ensure adequate access to health services in under served areas, which have suffered neglect as a result of apartheid policies.
As the ANC government we have resolved to strengthen primary health care, through the clinic building and upgrading programme which locates health in poor communities both urban and in rural areas, by among others eradicating the backlog of health service and improving the availability of doctors and nurses, especially in clinics.
I can proudly announce that this clinic after its completion, will be fully staffed with nurses and have doctors on a regular basis to attend to the sick, the elderly and our children.
We will also further continue to improve the management and governance of hospitals and clinics with community participation.
The Provincial Department of Health must be commended for the strong support and its laudable efforts to ensuring that the people of Galeshewe obtain maximum benefit from health services and programmes.
Our government is determined to reduce present inequities and to improve, together with other stakeholders, the quality of health services in our communities.
Despite the major advances we have made, speeding up the delivery of basic health services and improving the quality of health services, remains a major challenge facing pour country. This particularly important in the context of the HIV/AIDS pandemic we are facing, affecting the entire health sector in terms of the burden of the disease.
I call on all civil society formations to be at the forefront of community mobilization and provide leadership around HIV and AIDS especially around awareness, prevention, voluntary testing and counselling, treatment and care.
We must continue to fight the continued discrimination of people who are infected and affected by the virus.
The community must respond to the pandemic through home-based care, by strengthening broad anti-poverty and community development programme.
Our government is determined and committed to providing the very best care possible for people with HIV and AIDS and other opportunistic infections. However, we can only do this with the support of key players -- in particular our communities.
In conclusion, the Cabinet have resolved to roll out the anti-retroviral treatment throughout the country. The Province is ready and will comply with this resolution. The treatment plan is ready and will be submitted to Exco for finalisation and implementation.
