Sudanese President Omar Hassan al-Bashir, who has been ordered not to leave South Africa by the Pretoria High Court, is still in the country but will leave later on Monday, a Sudanese presidency spokesperson said.

Bashir, who is in South Africa attending an African Union (or AU) summit, stands accused in an International Criminal Court arrest warrant of war crimes and crimes against humanity over atrocities committed in the Darfur conflict. 

"President Bashir is still in Johannesburg but will be leaving South Africa today," spokesperson Mohamed Hatem said.

Judge Hans Fabricius on Sunday barred Bashir from leaving South Africa until he had made a decision on an application by a human rights group calling for Bashir's arrest. The judge's hearing on the case was due to resume on Monday morning.

South Africa's government has challenged the court's decision because it has given immunity to Bashir and all other delegates attending the AU summit.

Meanwhile, Sudanese officials said on Sunday that the court order had "no value" because Bashir was invited by the South African government.

 

Kenya’s president Uhuru Kenyatta has proposed an extraordinary summit before the end of the year to try revive Africa’s flagging self-assessment processes, the African Peer Review Mechanism (or APRM).

Kenyatta said the APRM was a way for Africa to show the rest of the world its commitments to finding its own solutions.

Kenya’s first country review warned of post-elections violence in 2007.

However, only 35 out of Africa's 54 African countries have signed up for the voluntary mechanism which was was the brainchild of former president Thabo Mbeki and former Nigerian president Olusegun Obasanjo and was set up in 2003.

 

South Africa's ruling African National Congress (or ANC) said on Sunday the International Criminal Court (or ICC) was "no longer useful for the purposes for which it was intended".

The ANC spoke after Sudanese President Omar Hassan al-Bashir, wanted by the ICC for alleged war crimes in the Darfur conflict, arrived in South Africa to attend an African Union summit. Bashir looked unlikely to be arrested as the ANC-led Pretoria government had granted immunity to all attending the summit.

With many African states accusing the ICC of selective justice, the ANC also called for a review of ICC statutes to make them apply to all United Nations members to ensure a "fair and independent court for universal and equitable justice."

Eleven Somali al Shabaab militants and two Kenyan soldiers were killed when the al Qaeda-linked fighters attacked a military base in Kenya's northern coastal Lamu County close to the Somali border.

And, a Libyan Islamist militant alliance said it had largely driven Islamic State fighters out of their stronghold city of Derna after declaring war on the rival group last week.
