The Democratic Alliance on Sunday offered to sweeten the deal for opposition parties in order to gain the mayorship in Ekurhuleni.
DA mayoral candidate Ghaleb Cachalia said neither the ANC nor DA could form a majority local government, and would require the support of other parties.
If elected speaker and executive mayor in Ekurhuleni the DA would provide all elected councillors of the opposition parties a role on the mayoral committee and/or chair positions on oversight and standing committees.
Cachalia said that, as it stood, there were 224 council seats in Ekurhuleni.
The Democratic Republic Congo's main opposition alliance has rejected talks with the government of President Joseph Kabila over elections that were due to have been held in November but have been delayed, and called for a general strike on Tuesday.
The opposition wants Kabila to end his 15-year rule in December as mandated by the Constitution but authorities say the vote cannot be held until at least next July and the top court said Kabila could stay in power until the election is held.
The strike call, issued on Saturday, represented a significant escalation of opposition action in a country where about 40 demonstrators died in anti-government protests over the issue in January 2015.
It is also a setback for Edem Kodjo, the African Union mediator who earlier said the way was open for all-party talks to begin on Tuesday to secure agreement on the election.
The Economic Freedom Fighters have accused the African National Congress's Dan Bovu of offering their councillors hundreds of thousands of rands in exchange for votes in the Johannesburg City Council election on Monday.
Bovu is a member of the Mayoral Committee.
EFF spokesperson Mbuyiseni Ndlozi said in a statement that the party would be opening a criminal case of bribery and corruption against Bovu.
Ndlozi stated that Bovu had called EFF councillors, offering them money to the value of R500 000 in exchange for them to vote with the ANC during the elections of the Johannesburg City Council today.
Ndlozi said that the ANC must concede defeat and not try win elections through corruption.
