Today’s attack by the ANC Chief Whip on the Democratic Alliance’s (DA) conduct in Parliament is a clear act of desperation given the rumour that his own job is on the line.

The integrity of this parliament is not undermined by a lively opposition that object to erroneous and bias rulings being made by Presiding officers, as was the case on Tuesday. The decorum, dignity and democratic integrity of Parliament is undermined by an ANC Chief Whip who has failed at the key tenets of his responsibilities.

During his tenure as Chief Whip, Dr Motshekga has demonstrated this.

  • He has failed to attend numerous Chief Whips Forum, where he is the Chair. This Forum is essential to Parliament’s smooth functioning.
  • He rarely attends or runs late for Parliament’s Programming meeting, where important matters regarding sittings of the house are discussed.
  • He stands up on long-winded, incomprehensible and disingenuous points of order, without even noting the point of order as is required by the rules.
  • It would appear that he has used Parliament’s funds for an unauthorised conference co-hosted by the Parliamentary Interfairth Council to curry favour and effectively endorse President Zuma for a second term as ANC President.

If the ANC wants to restore respect for Parliament then the ANC caucus should deal with the conduct of their own Chief Whip.

For too long has he gotten away with abusing the rules of Parliament. The DA will no longer remain silent on his behaviour.
