The Democratic Alliance (DA) has today written to the new Speaker of Parliament, Max Sisulu, to ask what steps he intends taking to act on the recommendations of KPMG's report into corruption in parliament. This report exposes a web of corruption and nepotism within parliament which must be broken up if parliament is to preserve its integrity. However, parliamentary authorities, despite their commitment to clean government, seem reluctant to tackle this matter.
Five people in total have been implicated in the report. Despite the seriousness of the allegations, and the fact that they were first made over a year ago and the KPMG report was completed three months ago, only one person has been dismissed and many of the report's recommendations have been ignored.
One example concerns the granting of a contract to Nu-Intelligence for transport and laundry services. Mr T Mhlwana, the administrative controller of the NCOP, was found to have close connections to this business. The KPMG report recommended that three people be referred to the SAPS for possible contraventions of the Corrupt Activities Act in relation to this. There is no evidence that this has been done.
A summary of the situation is as follows:
a. Name & position
b. Parliamentary action
a. Advocate Matyolo-Dube: Secretary to the NCOP and acting chief of legal services
a. Suspended, awaiting the outcome of a disciplinary enquiry. We have information suggesting that she may be about to return.
a. Mr ZA Mr Dingani: secretary to parliament
b. Initially placed on special leave; now back at work.
a. Ms Fundisa Sotenjwa; Co-ordinator of the NCOP
b. None
a. Ms K Mhlwana; Coordinator of committees for parliament (and daughter of Advocate Matyolo-Dube)
b. None
a. Mr T Mhlwana; Administrative controller of the NCOP (and son-in-law of Advocate Matyolo-Dube)
b. Dismissed, but is appealing his dismissal
a. Ms Vuyokazi Mnana; Procedural advisor to the NCOP
b. None
Advocate Matyolo-Dube is the person most heavily implicated by the report, and seems to be the centre of the ring. Yet she has only been suspended, presumably with pay, and our information suggests that she is shortly to return to work. Yet her son-in-law, who was implicated to a much lesser extent, is the only person to have been dismissed.
Parliament is funded by overburdened taxpayers to the tune of R3m a day. It cannot act as a law unto itself with regard to the proper expenditure of this money and it must act quickly.
