News that the Democratic Alliance administration in the Western Cape has received a clean sweep of unqualified audit reports for all provincial government departments and public entities, is a significant development for South Africa. The Auditor General's report on provincial audit outcomes for 2009 reveals that the Western Cape government's achievement marks a significant departure from the status quo of government under the ANC. Indeed, since 2004, the ANC administration in the Western Cape received no less than 20 qualified and adverse audits.
No ANC provincial administration in South Africa has achieved a full slate of unqualified audit reports since at least 2004 - which is as far back as records in the Consolidated General Report on Provincial Audit Outcomes extend. The DA, in contrast, has achieved this in our first year in government.
This demonstrates that by introducing a culture of accountability, and a unifying vision, good government is possible. It also shows that the corruption, maladministration and wasteful expenditure that is prevalent in much of South Africa's civil service can be turned around. The DA takes the proper management of the public's assets very seriously, and this is an important step in ensuring that public money is spent on delivering more services to more people.
This clean sweep comes on the heels of the launch late last year of Operation Clean Audit 2014 by the Minister of Cooperative Governance and Traditional Affairs, Minister Sicelo Shiceka. That campaign was trumpeted as a national initiative to achieve financially unqualified audits in all provinces by 2014. After a year of DA-run government, the Western Cape is now the first province in South Africa to have reached that target, four years ahead of schedule.
This is the reason why more and more South Africans are turning to the Democratic Alliance, as a party that governs better for all South Africans.
The results for the provincial departments were as follows:
• Agriculture - Financially unqualified (with no other matters)

• Cultural Affairs and Sport - Financially unqualified (with no other matters)
• Economic Development and Tourism - Financially unqualified (with no other matters)
• Education - Financially unqualified (with other matters)
• Environmental Affairs and Development Planning - Financially unqualified (with no other matters)
• Health - Financially unqualified (with other matters)
• Local Government and Housing - Financially unqualified (with other matters)
• Provincial Premier - Financially unqualified (with other matters)
• Provincial Treasury - Financially unqualified (with no other matters)
• Social Development - Financially unqualified (with other matters)
• Transport and Public Works - Financially unqualified (with other matters)
• Provincial Parliament - Financially unqualified (with no other matters)
