The Democratic Alliance (DA) is concerned by comments attributed to ANC spokesperson Moloto Mothapo, apparently attempting to distance the ANC parliamentary caucus from the DA's proposal to establish a parliamentary oversight portfolio committee.
The DA has at no point claimed that the ANC parliamentary caucus expressed support for this proposal; we have merely pointed out that the ANC's speaker has openly offered his support to the establishment of such a committee, that chief whip Mathole Motshekga has indicated during the appropriation bill debate that the committee will in all likelihood be established, and that Obed Bapela, the ANC's chairperson of parliamentary committees, has favourably discussed the establishment of such a body.
These facts lend themselves to the impression that the ANC will be supporting the establishment of this very important oversight mechanism. The fact that Moloto Mothapo is now making a point of distancing the ANC's caucus from this proposal is therefore concerning - it suggests that there is opposition to it from inside the ANC's ranks.
It is quite clear that the establishment of a committee like this is very important; opposition from ANC members of parliament would suggest that that these legislators' loyalties rest with Luthuli House and the executive branch, rather than their constitutional mandate as MPs.
