The Commission for the Promotion and Protection of the Rights of Cultural, Religious and Linguistic Communities (herein after referred to as ‘the Commission’) is a constitutional human rights institution established by the Constitution of the Republic of South Africa in 2004 to strengthen constitutional democracy with specific reference to the rights of culture, religion and language.
The CRL Rights Commission has so far conducted consultative hearings on the possible review of Public Holidays Act 36 of 1994 in three provinces. Those provinces are Gauteng, Free State and KwaZulu-Natal.

The CRL Rights Commission has been receiving a number of complaints the bias and unfair schedule of Public Holidays Act 36 of 1994 (‘the PHA’). The focal point of the complaints and requests is that the PHA should not only cater for the Christian religious.
