The Congress of the People is convinced that sidestepping of the normal tender processes by Gauteng Transport head of department was done under mysterious circumstances.

Unilateral non-compliance with regulations, misleading information in the evaluation of tender and excessively unfair selection of service providers were freely carried out with impunity in the department.

“She might have interpreted the silence by her superiors as tacit approval for her sluggish, two-faced immoral and unlawful extension of tender projects,” COPE MPL and spokesperson for provincial roads and transport Ndzipho Kalipa said yesterday.

Kalipa strongly appealed to MEC for Roads and Transport Ismail Vadi to take action against his by suspending HoD Benedict Monama with immediate effect if the uprightness and commitment of the department to end corruption is to be restored.

“I personally observed various departmental unit assessments warning the HoD against flawed bids, non-compliances and faulty evaluation criteria which might to lead litigation without her paying attention,” Kalipa said.

It has become extremely crucial for the department to deal effectively with the HoD and many other senior officials involved in the despicable and shady plots in order to recompense suppliers and potential service providers who were affected by the inequitably treatment.

Kalipa further highlighted the need to review and re-allocate departmental projects with aligned turnaround strategies to redress inefficiencies pertaining to long- delayed service delivery, operational management systems.

Notwithstanding the recommendations by units analysing the inflated costs of running provincial projects, the department went ahead with those disastrous contracts. COPE believes that the law must be allowed to take its course and the millions wasted must be paid back, he added.
