Juli Kilian, COPE MP in the Communication Portfolio Committee said the Communication DG has overstepped the line on several occasions since her appointment barely two and a half months ago.

Kilian reacted to the findings of a Labour Court judge about the unprocedural conduct of Ms Mohlala, when she axed her HR Head in recent weeks.

Ms Mohlala should demonstrate dynamic leadership in a department that could make a major contribution to effective, affordable communication for SA citizens and businesses. However, in a short space of time she has already steered Minister Nyanda into contoversy.

Firstly, by publishing a new SABC Bill in which a special 1% tax is levied on South Africans, which can only be done by the Treasury.

Secondly, by advising the Minister to overstep constitutional limitations by usurping the role of the independent regulator ICASA - he recently forced mobile operators into an illegal agreement on interconnection rates. Operators are now still awaiting clarity on the status of the so-called agreement - if and how it will be ratified by ICASA.

And lastly, by introducing the Post Bank Bill before the portfolio committee and lambasting Mr Johnny de Lange in public when he raised questions of accountability.

The findings by the Judge confirms suspicions that the DG is driven by vengeance rather than good sense and this poses a serious risk to a strategic department.

Ms Mohlala is advised to read Dale Carnegie's book: How to make friends and influence people - a must read for a DG in such a critical portfolio.
