Chairperson, the efficient and effective administration of Parliament is essential if the institution is to play its critical oversight role. The presiding officers play an important management role in ensuring seamless operation of the administrative machinery.
Chairperson let me raise some issues that I think needs attention.
The matter of Secretary to Parliament on allegedly irregular expenditure on a security wall build around his house must be put in the right context.


We want to say very clearly that we respect the Constitution of the Country. These two senior officials must be given a chance to present their side of the story. Let’s give the process a chance and leave out speculations.
The Auditor Generals report is in the hands of the Presiding Officers. Speaker Sisulu and Mr. Mahlangu, from COPE’s side they have handled this matter up to now very professionally.
I would like to raise a few issues which stifle the working of the institution and that eventually impact on the role of political parties in the system.

Chaiperson, taking Parliament to the People
We must seriously look into this matter because many members of Parliament are having the perception that Members are not involved in the Planning of this event but rather staff. We must address this concern seriously.
Chairperson let me conclude by thanking firstly the Chairperson of the NCOP, Mr. Mahlangu, the Deputy Chairperson of the NCOP, the Chief Whip of the ANC Ms Ntwanambi, the Secretary of the NCOP, Adv Phindela, and the entire staff for their support.
