Ladies and Gentlemen

• It gives me great pleasure today, to accept on behalf of CETA, a copy of the first South African Plumbers’ Handbook authored by Mervyn Jordan, an active member of the CETA standing committees, and endorsed by IOPSA.

International Best Practice is the only yardstick for any organisation to measure itself against world standards.

• This comprehensive and definitive reference manual comes at a time when South African plumbers will need as much support as possible in meeting international best practice.

• In the wake of the recent 2010 World Soccer bid, the South African workforce has no option but to equip itself with the motivation needed to deliver world-class standards, in the edifice of necessary infrastructure that will help grow our economy and develop the living standards of our people.

• The introduction of the new education, training and skills development regime has brought about some uncertainties, discomfort amongst the orthodox. A paradigm shift of how to do things in terms of the new legislation created some turbulences amongst entities, individuals and the society as a whole on matters regarding training. The new regime talk in terms of individuals being deemed competent and not being failures. The new regime brought about a new way of looking at education, training and skills development. The advent of the learnership programme is a typical example of the new thinking around training and development.

• Employer organisations seemed to go into hibernation on replacement of the old system, with very little training-taking place.

• They appeared to be satisfied to wait until the necessary structures, policies and guidelines were in place.

• Until replaced by a new NQF-based qualification, all training that was in existence before is still valid.

• The only difference is that some of the old trade qualifications were not registered on the new system.

• Training can still continue under the old system, but input from the Associations to assist in identifying new qualifications that are needed is important as well as input in overhauling old qualifications for alignment against modern techniques or materials.

• Many of the aspects are coming together with qualifications and accredited training providers coming on board.

• Standards Generating Bodies are delivering new qualifications monthly and CETA is to fund a massive drive to write training material for use with the new qualifications.

• Although were have achieved many of the NSDS targets and in some cases exceeded these much work still needs to be done. Some of our achievements include: 1. the registration of some 60 different types of Learnership covering 30-odd occupations; the number has to grow rapidly.

2. Nearly 3 000 people are registered in Learnerships. The above numbers are expected to double during the next year;
3. 6 500 people have been through the CETA Recognition of Prior Learning Project
4. An ambitious ABET campaign is about to be launched, while funding of projects relating to HIV/AIDS training and testing continues to grow • The Construction Industry Education and Training Authority (CETA) is responsible for facilitating the training of plumbing apprentices. • CETA has defined a formal training programme to be followed by all new entrants to the plumbing industry: • all trainees must register with CETA to obtain a registered training number prior to commencing any plumbing training. • IOPSA has been advised that the new Unit Standards will replace the current system of plumbing trade tests. Each new Unit Standard pass level will be equivalent to the Trade Test level.

• The new Unit Standards for plumber training will be presented by the CETA for the plumbing industry to study and approve, prior to the formal introduction of the new training system.

• CETA extends its support and gratefulness the author, Mervyn Jordan who has encouraged the development of this book,
• The IOPSA Technical Committee Chairman, Martin Coetzee and publisher Rory Macnamara must take credit for being the instigators and prime movers in this initiative.

• To the IOPSA National Executive Committee that approved and funded the development of the handbook from its first concept stage. • Further, thanks go to Christoph Heil, Manager: Learnerships at CETA, for providing quality, updated information and for his contribution to the section describing the training and qualification of plumbers.

• Dylan Tudor Jones of Solar Heat Exchangers for his professional input on the subject of Solar Water Heating • To Herman Weber of Kwikot who eagerly assisted with the quick supply of information on hot and cold water supplies, • Gerard Deeb of Everite Vaal Potteries is thanked for kindly allowing the use of illustrative diagrams and installation sequences for sanitary appliances.

• CETA’s gratitude is extended to Dr Mark Kelly and Neil Oliver at Boutek/CSIR who gave access to the technical archive and a place to work during the research phase.

• Encouragement and assistance received from Jay Bhagwan of WRC and Aubrey Bell of Agreement South Africa is also appreciated
