Big public-works thrust to begin in April

The Department of Public Works plans to officially launch the much-vaunted expanded public works programme (EPWP) in April, Minister Stella Sigcau announced during the parliamentary briefing of the social cluster yesterday.

She said that the Infrastructure, Environmental and Social sectors of the EPWP will complete detailed sector plans by the end of February, detailing how each sector will contribute to the creation of job opportunities in their respective sectors.

A labour-intensive contractor learnership programme had been established and it is envisaged that 500 individuals across the country would enter into learnerships for contractors and construction site supervisors for the EPWP. Sigcau also announced that three banks had made proposals to provide financial services to learner contractors. Relevant skills programmes and unit standards on labour-intensive construction had also been put in place and consultants and contractors wishing to participate in the EPWP would have to complete these courses.

“Train the trainer programmes for 35 training providers are currently running to ensure these training courses will be available across the country,” Sigcau said.

In the economic sector of the EPWP would focus on the creation of ‘venture learnerships’, through which small businesses and individuals would be given work experience in providing goods and services to government as part of the practical experience requirements.

A comprehensive training plan was being prepared in conjunction with the Labour Department, which Sigcau said would include the creation of a standard training course of 10 to 14 days. “This training programme will focus on providing workers with life skills, information about the labour market, in particular were there are skills shortages, and opportunities on learnerships, internships, further education and training and job opportunities in the private sector”.

In the social sector, the Minister said the EPWP would focus on expanding home and community-based care programmes, as well as early childhood development programmes.

In the environmental sector the focus would be on programmes such as Working for Water, Land Care and Coastal Care.
