Ladies and Gentlemen,

Today we meet here in Bethulie to come and witness yet another milestone that has been undertaken by this government to bring about better health services to our people as part of the broader transformation agenda.

Klinieke dien as ‘n belangrike middel om aan gewone mense toegang tot gesondheidsdienste, wat gebaseer is op die Primere Gesondheidsorg filosofie, te gee. Dit is vir hierdie rede dat die Vrystaatse Provinsiale Regering, deur die werking van die Departement van Gesondheid, die bou en opgradering van klinieke groter momentum gee. Die Department en sy vennote werk hard aan die bou en opgradering van kliniek in die provinsie. Vergun my die geleentheid om u in te lig oor die vordering van die Kliniekbou- en opgraderingsprogram in die provinsie:

Ladies and Gentlemen: Allow me to share with you the history of health services in Bethulie. Initially there was a clinic in Bethulie between the town and the location. It delivered a comprehensive primary health care service with an on-call system for after hours. In the initial assessment and decision to build a new clinic, the size and service needs of the community was taken into consideration and it was found that the previous clinic did not provide sufficient space for all the services that needed to be rendered to the community.

Die kliniek wat ons vandag hier open is benoem na die kaptein van die Lepui stam wat in 1832 hier skuiling gevind het by Adam Kok en die Griekwastam nadat oorlog in die destydse Bestjoeanaland (naby Zeerust in die Noordwes provinsie) uitgebreek het. Hierdie stam het bekend gestaan as die Batlapins en was omtrent drie duisend mense met baie vee. Dames en Here, vandag vereer ons hierdie groep dapper mense wat hulle huise en alles bekend verlaat het om ‘n nuwe lewe te vind in die Vrystaat weg van oorlog.

The Lephoi clinic officially started operations on 2 August 2005. The clinic forms part of the health services in the Kopanong local municipality where health services are rendered to a rural population of 18 000. The clinic refers to the Stoffel Coetzee District Hospital in Smithfield. There are eight mobiles clinics providing primary health care services in the local municipality.

Vir die huidige finansiele jaar, het die Vrystaatste Department van Gesondheid meer as 10,2 miljoen rand aan gesondheidsdienste in die Kopanong Plaaslike Munisipaliteits, wat Gariepdam, Bethulie, Springfontein, Trompsburg, Fauresmith, Jagersfontein, Phillipolis, Edenburg and Reddersburg bedien, toegeken.

The Lephoi Primary Healthcare Clinic will serve the entire population of Bethulie and the surrounding farms. It currently serves more than 2472 patients on average per month from the surrounding community.

I am happy to announce that as from 1 October 2005, the clinic will also start to function as an anti-retroviral (ARV) assessment site for the Comprehensive Care, Treatment and Management of HIV and AIDS plan.

Daar is ses professionele verpleegkundiges, een verpleeg-assistant en een professionale verpleegkundige wat die mobile kliniek hanteer werksaam by die kliniek. Die mobile kliniek bedien sowat 150 pasiente per maand op tien roetes wat ongeveer 100 plase van verskillende grootes insluit.

The response of the community to volunteer in the clinic has been tremendous and nine volunteers and two lay counsellors are now part of the clinic team. Other health personnel render rehabilitation services at the clinic and a medical practitioner is scheduled to visit the clinic three times a week. A dietician is available and a dentist also delivers oral health services to the community.

The clinic committee is up and running. This committee was elected by the members of the community and all community structures and consists of 10 members. The chairperson is Mr Barry Tshegare. I want to thank these members of the community for their involvement, commitment, dedication and for taking ownership of the affairs of their clinic. I want to acknowledge this contribution and express my gratitude and appreciation.

Dames en Here, as regering het ons baie uitdagings wat die hoof gebied moet word in die lewering van kwaliteit dienste aan ons gemeenskappe. Ons moet nie net die spoed van dienslewering versnel nie maar ook verseker dat die kwaliteit van dienste wat in ons gemeenskappe gelewer word van die hoogste gehalte is. In die opkomende plaaslike regeringsverkiesing, gaan u die geleentheidh kry om te stem. Gebruik u stem om mense te verkies wat die belang van die gemeenskap op die hart dra, wat hard sal werk om ‘n beter lewe vir ons almal te skep.

Honoured guests, I have noted that as this government we have placed a particular emphasis on the building and upgrading of clinics as a way of making health services accessible to our people even in the remotest of areas. This clinic is not an exception or an isolated incident.

Our commitment to improved service delivery will be rolled out in the following months with the official opening of the following clinics: Kgalala Clinic in Thaba Nchu (which we opened yesterday), Sedibeng Sa Bophelo Clinic in Steynsrus, Qibing Clinic in Wepener and several others. We are also currently building a Community Health Centre at Dealesville, the Marantha Clinic in Brandfort, Geneva Clinic in Odendaalsrus, Metsimaholo Clinic in Oranjeville, Thembaleta Clinic in Smithfield, Hanipark Clinic in Welkom and a new Clinic in Winburg. All these developments underscore the commitment of this government in bringing quality health services closer to our people where they live.

Programme director, ladies and gentlemen, it is my understanding that many of these clinics are built in partnership with the local municipalities. I cannot over-emphasise the significance of this partnership. It is important that we must collaborate in the process of building clinics. During the building process, the local community was empowered through the creation of 36 jobs for unskilled, semi-skilled and skilled labours that includes women and youth. The following companies participated in the construction of the clinic: Masakhane Builders, Nic’s Electrical and number of private contractors from the Bethulie area.

Ladies and gentlemen, I further want to take this opportunity to thank all the stakeholders involved in the preparation for this important occasion during which we are now officially handing over this clinic to the community of Bethulie. I want to thank the community of Bethulie itself for the patience it has exercised for this day to arrive. The clinic is now in your hands. Through the clinic committee you need to make sure that this clinic is well looked after.

The environment around this clinic must be attractive to those utilising the services here and those passing by. It is the responsibility of the community as well to ensure that this place is not vandalised. Government cannot afford to keep on building facilities which would constantly be ransacked by the very same communities they were built for. Protect your own facilities so that they can serve you well.
