Title: N Balindlela: Media Briefing on Provincial Treasury
MEDIA STATEMENT BY PREMIER, MRS. NOSIMO BALINDLELA, Bisho, 2 September 2004
Members of the Media, Ladies and Gentlemen, welcome you all and thanks for your attendance in this media briefing.
As you are all aware that in the last three months I have been conducting my one-on-one sessions with all the Departments and the stakeholders. What has emerged out of those sessions are issues related to financial and administrative management across the Province, as well as underlying tensions between Provincial Treasury and all the Departments.
Ladies and Gentlemen, you are also all aware of the Report of the Interim Management Team now called IMET (Inter-Departmental Monitoring and Evaluation Team) who made certain recommendations. In their report they also alluded to the aspects of financial management and fiscal discipline, as well as a need for high levels of accountability by the administrators, guided by the Public Service Act and Public Finance Management Act.
With respect to the above, I then applied my mind, with special focus on the aspect of over-expenditure in the Departments of Education and Social Development.
That has led to the Cabinet taking a decision to conduct a preliminary review of the finances of the Eastern Cape, which were conducted by an Independent Body. I then presented to the Executive Council the findings on the 30 August 2004, which were unanimously adopted.
1. What the preliminary review confirmed is that there is indeed a need to look deeper into the issues of financial administration and management with a special focus in the Provincial Treasury. The Executive Council unanimously agreed and adopted that approach.
2. A full-scale investigation is therefore to be instituted in the Provincial Treasury with regards to the management, administration and accounting practices in relation to the management of the Provincial finances.
3. That the Provincial head of Finance and Treasury, Mr Monde Tom, be placed on cautionary suspension starting from today, that is 2 September 2004. This is being done after a communiqu
