The ANC Youth League National Executive Committee met on the 12th and 13th of May 2010 at the Ingwenya Country Escape, Muldersdrift, to assess progress made since the National Lekgotla in February 2010 and spell out a concrete programme towards the National General Councils of the ANC YL and ANC in July and September 2010 respectively.

The National Executive Committee received reports on many of the activities structures of the ANC Youth League are implementing in mobilising youth behind the vision of the ANC, championing their interests and building a strong organisation. The reports and discussions included a comprehensive report on the Nationalisation study-tours to Zimbabwe and Venezuela, Hosting of the World festival for Youth and Students, Young Women's Assembly outcomes, 2010 Soccer World Cup, Limpopo ANC YL Provincial Congress, Lembede Investment Holdings, preparations for the National General Council, Autonomy of the ANC Youth League and Charges against ANC YL President.

Nationalisation Study-Tours

The NEC received reports on the Nationalisation of Mines study-tours and appreciated the many lessons gained from Zimbabwe and Venezuela. The ANC Youth League is now more than determined in the struggles, advocacy for and campaign for the Nationalisation of Mines. The NEC is also impressed with the intensive work branches of the ANC Youth League are doing in persuading branches, sub-regions, regions, and provinces of the ANC and alliance partners to support the nationalisation of Mines. Our perspective is broadening and more and more branches of the ANC are beginning to understand where we come from and where we are going.

The ANC Youth League Nationalisation of Mines study-group will present to the ANC a comprehensive report on the Nationalisation of Mines study-tours once all countries that have been identified are visited. We appreciated the fact that the Nationalisation of Mines is on the agenda of the ANC and will be discussed in the ANC National General Council and National Conference in September 2010 and December 2012 respectively.

Young Women's Assembly

The National Executive Committee welcomed the resolutions of Young Women's Assembly and endorsed the campaigns on One-Boyfriend - One-Girlfriend, and intensification of the Campaign for the Free Provision of quality Sanitary Towels. The ANC Youth League will intensify the campaign to discourage multi-sexual relationships amongst all people in South Africa to reduce the scourge of HIV/AIDS. We will also intensify the campaign for the provision of free sanitary towels to all young women. We will meet with all the relevant stakeholders to ensure that the campaign is successful.

World Festival for Youth and Students

In Venezuela, the ANC Youth League accepted the flag to host the 17th World Festival for Youth and Students between the 13th and 21st of December 2010 under the theme "Let's defeat imperialism, world youth for peace, solidarity and social transformation". The World festival will be hosted in Johannesburg and will bring 30 000 Young people from Progressive Youth formations in the world.

2010 Soccer World Cup

The ANC Youth League resolved to intensify the campaign for the popularization of the Soccer World Cup amongst the youth. We will put up programmes and continue to fly the South African flag high and mobilize support for the National Soccer team, Bafana Bafana.

Limpopo ANC YL Provincial Congress

The National Executive Committee received a report on the Limpopo Provincial Congress and unanimously endorsed the outcomes of the Congress that happened in Makhado between the 9th and 11th of April 2010. The NEC welcomed the new Provincial leadership of the ANC Youth League in Limpopo (Chairperson Frans Moswane and Secretary Jacob Lebogo) into the National Executive Committee. The National Executive Committee will lodge a complaint with the ANC Youth League National Disciplinary Committee to investigate and prosecute within proper Constitutional and disciplinary processes members of the ANC Youth League who violated organisational values, code of conduct and protocol in and after the Limpopo Provincial Congress. The NEC vowed to decisively deal with ill-disciplined and criminal elements that disrupt, corrupt and undermine ANC Youth League processes towards congresses.

Lembede Investment Holdings

The National Executive Committee received a report on the closure of Lembede Investment Holdings, the investment wing of the ANC Youth League. We accepted a recommendation that Lembede should be closed to settle creditors and thereafter pay the residue to its shareholders as a liquidation dividend and that the implementation of the resolution should be that the assets of Lembede should be sold through unsolicited bid process which must be implemented simultaneously with the voluntary liquidation process.

ANC YL National General Council

The ANC YL National General Council will be convened in the North West between the 12th and 18th of July 2010. All branches of the ANC Youth League in good standing will attend the NGC to inform a clear, more radical political programme towards the National General Council of the ANC in September 2010.

ANC Disciplinary Process against ANC Youth League President

The National Executive Committee noted the disciplinary process the ANC instituted against the President of the ANC Youth League. The ANC YL is of a strong conviction that the disciplinary process is an internal matter and will continue to engage structures of the ANC on issues of organisational relations and autonomy of the ANC Youth League.

The NEC notes the outcomes of the ANC National Disciplinary Committee and agreed on the following:
• Mobilise young people and all members to donate whatever amounts of money to contribute to the fine prescribed by the sentence of the ANC National Disciplinary Committee. Members will be encouraged to contribute any amount of money so that we continue contributing to youth development programmes. We will open a special account to fundraise for the amount needed for this purpose.

• The NEC will attend the Political education programmes prescribed for the President as a way of allowing space for collective development and political growth of the entire executive. We would like to emphasise that the ANC Youth League is in itself a political school and all its members should undergo the educational programmes. We are satisfied that the ANC will in this instance contribute to the political education programme of the ANC Youth League.

• The NEC will attend the anger management classes to attain the skills and capabilities, which the National Disciplinary Committee believes can help the leadership of the ANC Youth League.

• Overall, the ANC Youth League does not have a problem with efforts and programmes that promote youth development and individual development and growth of its leadership, and will forever protect principles of the organisation.


Autonomy of the ANC YOUTH LEAGUE

The National Executive Committee received a presentation on the autonomy of the ANC Youth League from Comrade Febe Potgieter, former Secretary General of the ANC Youth League and Member of the ANC National Executive Committee. The NEC appreciated that some members in the ANC leadership do not understand the autonomy of the ANC Youth League. In that regard, we will embark on a mass political education campaign to educate members of the Youth League and leaders of the ANC on the autonomy of the ANC Youth League.

The National Executive Committee is satisfied with the quantitative and qualitative growth of the ANC Youth League at all levels and will do everything to protect its true character and autonomy. We will forever be frontline defenders of the ANC and its entire leadership collective and none of the things we do seek to undermine the strength and growth of the African National Congress.
