For its first five years of existence the pan-continental body will have only consultative powers, but will later be given full legislative authority.
The parliament, whose creation AU countries agreed in 2001, will "see the light of day" on March 18, Konare told journalists in the Senegalese capital Dakar.
Konare also said that economic, social and cultural committees would be set up "some months" after the parliament's creation. A security and peace council will start work "in May at the latest". – Sapa-AFP.
