SUB-COMMITTEE - RDP
The Reconstruction and Development Programme (RDP) of the Ministry of Arts, Culture,
Science and Technology is a crucial component for development in economic growth and human
resources. The RDP programme envisages arts and culture to permeate all aspects of life,
be it social, economic, business and industry.
ACHIEVEMENTS:
The Sub-Committee's mandate was to see to it that the
Legislative process of the Ministry's Sub-Department's Money Bills and Bills on Arts,
Culture, Language, Science and Technology met the criteria of RDP's policy framework
programme as spelt out in the new Constitution.
- The Sub-Committee drew up the initial framework document that was adopted by the
multi-party committee as its working document.
- It drew up a plan of action for 1997 (available on request).
- A document was prepared on why it was necessary to do an assessment of RDP, Art, Culture
and Language, Science and technology (available on request).
- Attended public hearings on the sub-committee of the Bills tabled and budget votes on
RDP concerns.
- Met with the Heads' of Science and Technology Councils, Language Boards, Arts' Councils
to evaluate the processes of transformation within these organisations.
- The identification of the Community Centres and also meeting with the Chairpersons of
these centres. The policy workings were impacted by all these inputs received.
Visits to all 43 community centres were planned, the process is still ongoing in order
to look at how these community centres can be utilised for the Olympics 2004. The centres
in the Northern Cape and North West have been visited already (available on request). The
visits to the following provinces will take place as follows:

(Mpumalanga 7/7/97 - 9/7/97)
(Northern Province 9/7/97 - 11/7/97)
- Attending a meeting with the Olympic Bid company to assess their programmes so that the
South African Cultural and Traditional way of life is visible resulting in it being a real
South African and African event.
- To come together as core corporate government body or Portfolio Committee (Arts, Culture
and Language, Science and Technology, Environment and Tourism, Sport and Recreation
Portfolio Committees and the applicable Ministries) and to discuss how the Olympic Bid
could be managed and promoted within all the provinces as well as in the local structures.
- Following the biggest event of the launch of Arts and Science Technology year 1998, how
it will meet the needs of the RDP, following and monitoring that and also taking up
indigenous activities of the whole Ministry and monitoring whether they are meeting the
objectives of the RDP. As a prioritisation strategy its an ongoing process of monitoring
and evaluation.
THE FUTURE PLAN
Looking forward to fulfilling our aims and objectives within the policy framework
of the RDP.
