Understanding vulnerability and exclusion in Ghana

In this study we document and assess the distinct experiences of vulnerability to shock and exclusion in three illustrative areas of Ghana to identify the multidimensional drivers of the two phenomena.

The aim is to support the development of a definition of vulnerability and exclusion for the context of Ghana, and to support the Ministry of Gender, Children and Social Protection (MoGCSP) in locating entry points for covering gaps in three social protection programmes – LEAP, NHIS and DACF for people with disabilities – identified through speaking with people who are enrolled in the programmes as well as those who meet the eligibility criteria for the programmes but were not enrolled in them. We also spoke to people who were highlighted in literature as belonging to populations at high risk of exclusion in Ghana.

In this report, we offer 11 key recommendations for social protection in Ghana.
