1. The applicant is a trustee and the chairman of the Liberty Medical Scheme (“LMS"). ‘n medical scheme registered under section 24(1) of the Medical Schemes Act. Act 131 of 1998 ("the Act ). The respondent is the Council for Medical Schemes, established in terms of section 3 of the Act.
