No court can guarantee a permanent home to anyone. It is beyond the power of potentates. The definition of ‘homelessness’ must allow a reasonable opportunity to find suitable alternative accommodation without conferring a permanency of tenure.

The best way to provide housing for everyone is not to make it difficult for landowners to evict people.
