The Independent Communications Authority of South Africa ("the Authority") has recently published a  notice, together with a questionnaire, (Government Gazette No.  40945) of  intention  to  conduct an  inquiry in   terms of  section 4B   of  the Independent Communications Authority of  South Africa Act  No.  13  of  2000 to identify priority markets in the electronic communications sector.
