The present application was brought by Golden Arrow Bus Services (Pty) Ltd (‘the applicant’) against the City of Cape Town (‘the City’) (as first respondent); the MEC for Transport and Public Works, Western Cape Government (as second respondent); Transpeninsula Investments (Pty) Ltd (as third respondent); and Kidrogen (Pty) Ltd (as fourth respondent).
