On 2 December 2019 the Department of National Treasury, in terms of the Carbon Tax Act 15 of 2019, published the draft Regulations for Trade Exposure Allowance (for purposes of section 10 of the Act) and the draft Regulations for the Greenhouse Gas (GHG) Emissions Intensity Benchmarks (for purposes of section 11 of the Act).

Written comments on the draft set of Regulations must be submitted by close of business on 17 January 2020. The National Treasury will ensure that the final regulations are gazetted by the first quarter of 2020 to be aligned with the GHG emissions reporting period of the Department of Environment, Forestry and Fisheries.
