The DA is in possession of a leaked forensic report, compiled by KwaZulu-Natal’s (KZN) Office of the Premier (OTP), which contains information regarding allegations of nepotism and financial irregularities involving MEC for Social Development, Nonhlanhla Khoza, and her Head of Department (HOD), Nelisiwe Vilakazi.

The report comes after disturbing new allegations received by the DA, from a whistleblower, that the pair are supposedly also involved in establishing foundations which have received tenders from the Department. According to the whistleblower, these issues, among others, have also been brought to the attention of the OTP for investigation.

These latest claims come after a series of crises within this Department, from both a leadership and operational point of view.

The leaked copy of the report, which was handed to the DA, includes recommended steps to be taken by the Premier, Sihle Zikalala.  The DA today calls on Zikalala to confirm whether the process was finalised and the nature of action against officials to date.

One of the matters being probed by the OTP is the allegation that the HOD was appointed without going through proper processes. Then there are the claims of nepotism, with allegations that she employed several family members at the time when she was working as Chief Director of the DSD Midlands Cluster.

The leaked report recommends disciplinary action against the HOD. The Premier must now answer whether this has in fact taken place and if not, then why?

While the DA welcomes the probe by the OTP, we remain concerned as to whether his office can be relied on to deal with these issues swiftly and without bias.

It is common knowledge that despite her abysmal leadership and lack of accountability within the DSD, the MEC has not been dealt with appropriately. The fact that she holds a powerful position within the ANC Womens’ League begs the question of whether politics is being placed ahead of her duty to deliver on her mandate as MEC.

The DSD is mandated to uplift the most vulnerable communities and individuals in our province. It cannot be that ANC battles are placed before the needs of KZN’s citizens. The DA expects answers from the Premier.
