Caution about a fake tender invitation for the Lanseria Smart City Project

The Lanseria Smart City Initiative is led by the Gauteng Department of Economic Development on behalf of the Presidency and wider public sector. This initiative combines a master-planned smart city development framework with innovative financing which will build out the required R15 Billion in public investment in energy systems, water systems, roads and digital networks through a special purpose debt vehicle (SPV) linked to cashflows from the future smart city developments.

This is a key public sector contribution, alongside the creation of a high-tech Special Economic Zone as part of the new Smart City, to what will be a cluster of developments led by the private sector, in alignment with the master plan that has been endorsed by the City of Johannesburg, Mogale City and the Gauteng Provincial Government. 

The Gauteng Provincial Government has become aware of a “invitation to tender” in circulation purporting to be issued in the name of Crosspoint Property Investments, soliciting bids from professionals and service providers for part of the build phase of the smart city. It also requires prospective bidders to pay R15 000 in advance for the supposed tender documents. We have confirmed with Crosspoint that this is a scam. The public is advised to ignore this 419-type fraud and not fall prey to the swindlers behind the scam.

The Gauteng Department of Economic Development has appointed the DBSA as the implementing agent for the Lanseria Smart City and will be undertaking roadshows to introduce the project management team to developers once appointed. This is expected to happen in June. 

The Department is also collaborating with Government Technical Advisory Centre [GTAC] on a project development process to integrate various landholders who want to be part of the Lanseria Hi-Tech SEZ through a proposed real estate investment trust structure. 

Any communication purporting to be from the leadership of the Lanseria Smart City initiative not issued by the Gauteng Provincial Government, the Presidency, DBSA, GTAC or their nominated teams should be disregarded and reported to Gauteng Department of Economic Development via the following email address: gdedenquiries@gauteng.gov.za.
