Crime prevention |
All activities which reduce, deter or prevent the occurrence of specific crimes through: altering the environment in which they occur; changing the conditions which are thought to cause them; and providing a strong deterrent in the form of an effective criminal justice system. |
Criminal justice system |
The system made up of the Departments of Safety and Security, Justice and Correctional Services. These departments are collectively responsible for ensuring the safety of citizens and the processing of offenders. |

Social crime prevention |
This is aimed at reducing the socio-economic and environmental factors which lead to criminality through the targeting of particular causal factors conducive to crime. |

Ministers Draft Policy Document/Green Paper (1994)
Emphasised democratic control of the police service, accountability and community consultation.
The South African Police Services Act (1995)
Provided a legal framework for democratic control, accountability and transparency through the creation of a civilian Secretariat for Safety and Security. In addition, the Act provided for an Independent Complaints Directorate to ensure investigation of police abuses.
The National Crime Prevention Strategy (1996)
Motivated for a new paradigm for safety and security. This entailed a shift from crime control to crime prevention as well as emphasising crime as a social as opposed to security issue. The NCPS provides for a wide array of preventive programmes.
Community Policing Policy Framework (1996)
Provided the policy framework for the implementation of community policing.
Affirmative Action Policy (1996)
Provided the Department of Safety and Security with the framework for the implementation of affirmative action.
Discipline Regulations (1996)
Empowered management to promote professional service through regulating the conduct of police officials.
Crowd Management (1996)
Provided standards for the use of force and tactics in dealing with protests and other incidents requiring crowd management.
Promotions Policy (1996)
Provides a framework for promotions based on merit as opposed to longevity and seniority.
South African Regional Police Chiefs Co-ordinating Committee (1996)
The Department of Safety and Security played a leading role in establishing this structure to ensure regional co-operation for cross-border policing.
Medium Term Expenditure Framework (1997)
The Department of Safety and Security volunteered to be among the first to pilot the MTEF at a national level.
Code of Conduct (1997)
Provides the basis for positive discipline in the SAPS.
