PREMIER MBHAZIMA SHILOWA'S RESPONSE TO A QUESTION POSED AT THE LEGISLATURE

Issued by: Gauteng Provincial Government

19 OCTOBER 1999

Mr Speaker

Honourable Leon's reference to Question 5.PS005 is mischievous and misleading since it was asked in a different context - that of Ms Millard's appointment as Advisor to MEC Mashatile.

The termination of service of the former head of Department of Safety and Security, Mr Mkhabela Sibeko and the subsequent transfer of the then Acting Head of Department Ms Susan Pienaar to the National secretariat left the department of Safety and Liaison without a head.

Ms Millard who holds an LLM degree was therefore appointed Acting Head of Department pending the filling of the position. The interview process has now been completed. After consultation between the MEC and myself I have given the MEC the go-ahead to finalise the appointment of the successful candidate.

Judging by your various questions, it is clear that your problem is not about Ms Millard's qualifications but her former membership of the legislature. To tell you the truth what my view is in this matter is immaterial.

What is important is that when the need arises for us to fill strategic positions, we will appoint suitably qualified and experienced people from whatever available source.

The time has come for you to tell this house what Ms Millard has done to you that you hate her with such passion. I hope it has nothing to do with her guts.

I also think that honourable Mr Leon seems to be of the view that someone who is a member of the ANC can not be employed by government. He should show this house where this rule is.

Thank You
