ROAD TRAFFIC MANAGEMENT CORPORATION ACT, 1999 (ACT NO. 20 OF 1999)

DETERMINATION OF THE REQUIREMENTS FOR THE APPOINTMENT OF THE CHIEF-EXECUTIVE OFFICER OF THE ROAD TRAFFIC MANAGEMENT CORPORATION (Corporation)

I, Abdulah M. Omar, Minister of Transport, in my capacity as chairperson of and on behalf of the Shareholders Committee of the Corporation, hereby, in terms of section 15 of the Road Traffic Management Corporation Act, 1999 (Act No. 20 of 1999) determine the minimum requirements for the appointment of the Chief Executive Officer of the Corporation to be as follows:

The suitable candidate must-

• have the ability to respond to and perform under the overall direction and supervision of the Shareholders Committee of the Corporation; 
• have sound knowledge of the functioning of national, provincial and local spheres of Government, particularly with regard to road traffic matters, and the ability to co-ordinate and harmonise Government activities in this regard; 
• have strong skills and ability to participate in, contribute to and provide leadership under the direction of the Shareholders Committee of the Corporation in-

• road traffic policy development, management and implementation processes, particularly, in relation to the Road to Safety 2001-2005 Strategy; 
• translating road traffic policy into implementation strategies and actions through strategic and operational planning; 
• organisational change management and transformation; 
• project management; and 
• capacity building

• have an appropriate qualification and work experience; 
• have a proven track record in demonstrating the following-

• strong leadership style;
• o team leadership with motivational and developmental values;
• strategic thinking with excellent people and communication skills; and
• sound financial competence
