ROAD TRAFFIC ACT, 1989 (ACT NO 29 of 1989)
CONDITIONS DETERMINED UNDER REGULATION 199A(3) FOR THE MPUMALANGA PROVINCE
I, Abdulah Mohamed Omar, Minister of Transport, acting under regulation 199A(3) of the Road Traffic Regulations, hereby determine the following conditions, subject to which a personalised registration number shall be issued in terms of regulation199A(3), in the Mpumalanga Province:
DEFINITIONS
"number" means a personalised registration number issued in terms of regulation 199A(3);
"number certificate" means a certificate issued by the Mpumalanga Provincial Administration to a person who successfully applied for a number, and that contains the number applied for;
"prescribed fee" means a fee as prescribed from time to time for the Mpumalanga Province by regulation under section 132 of the Road Traffic Act, 1989;
"the Regulations" means the Road Traffic Regulations published in Government Notice No. R. 910 of 26 April 1990, as amended by Government Notice Nos. "security sticker" means the self adhesive sticker on which the number is displayed; and
"user" means the holder of a number certificate.

ALLOCATION of A NUMBER
- of which the owner is the holder of a number certificate; and
- which must be licensed in the Mpumalanga Province.
(b) The user must apply for the allocation of the number to a motor vehicle, and for the licensing of that motor vehicle, within 21 days from the date of issuance of the number certificate. The application must be accompanied by the number certificate, acceptable identification, the prescribed fees and the pro rata motor vehicle license fees.
(c) The licence and clearance certificate of a motor vehicle to which a number was allocated, becomes null and void upon such allocation; liability for licensing of the motor vehicle arises simultaneously with such allocation.
(d) If the user does not apply for the allocation of the number to a motor vehicle and does not licence that motor vehicle, within the period referred to in paragraph (b), any monies paid concerning the issuance and allocation of the number will forfeited and the number will revert to the Province.
DEATH of USER
(b) In the event of the death of a user of a number, where there is no surviving spouse or where the surviving spouse does not make application as referred to in paragraph (a) upon licensing of the motor vehicle (to which the number was allocated) in the name of the an owner other than the user, the number will revert to the Province and the user shall not be reimbursed for any monies paid.

STOLEN MOTOR VEHICLES
(b) If the stolen motor vehicle is found within the five year period, the user may continue the use of the number in respect to the motor vehicle concerned if the SAPS confirms in writing that their records no longer reflects the vehicle as stolen, and use undertaken not to hold the Mpumalanga Province liable for loss or damage that may occur due to the continued use of the number.
(c) After the five year period referred to in paragraph (a) has lapsed, the user may apply for the allocation of the number to another motor vehicle if the he or she undertaken not to hold the Mpumalanga Province liable for loss or damage that may occur due to the continued use of the number.
