PROCLAMATION UNDER SECTION 20(1) OF THE PROMOTION OF NATIONAL UNITY AND RECONCILIATION ACT, 1995 (ACT NO. 34 OF 1995)

Notice is hereby given that amnesty in terms of section 20(1) of the Promotion of National Unity and Reconciliation Act. 1995 (A0 No 94 of 19qr,) was granted-

1. on 17 January 2000 to LINDA GEOFFREY XABA (identity number 591224 5446 08 4) in respect of -

1. the murder of S BAXTER;
2. the unlawful possession of a firearm; and
3. the unlawful possession of ammunition,

4. NEO IGNATIUS PHALANE (identity number 710527 5435 089), in respect of all offences related to the attack on the Sharpeville Police Station, committed on or about 1 October 1989 at or near Sharpeville;

5. SIMON BAHLEZI MNYAKENI (identity number 690404 6286 086), in respect of-

27. the murders of ABSALOM MNYAKENI and PATRICK KHUMALO; and
54. the assault on BRENDA NGABO, committed on or about 21 March 1992 at or near Mandela Squatter Camp, Daveyton; '

3. on 25 January 2000 to -

1. SMUTS PHILLIMON MATHEBULA (identity number 600402 5874 08 4);

2. CHENNY WILLIAM MORE (identity number 520229 5712 08 4); and

3. KOKELA JEREMIAH MATJENI (identity number 410220 5288 08 7), in respect of the kidnapping and abduction of MOSES MORUDI and all other offences and delicts which relate to or flow from such an incident, committed during 1987/1988 at or near Potchefstroom and Hammanskraal;

4. on 27 January 2000 to ANTHONY SBONELO NDLOVU (date of birth 28 February 1967), in respect of the kidnapping of VELAPHI VICTOR MTHETHWA, committed during or about July 1989 at or near Mpumalanga, KwaZula-Natal;

54. the armed robbery of a Fidelity Guards vehicle and the attempted murders of Messrs P.A. VILJOEN, H.C. JANSEN VAN VUUREN, PLAATJIES and SWART, committed on or about 5 November 1988 at or near Dube;

2. GEORGE SONNYBOY MOGAPI (identity number 550601 5750 09 7), in respect of -

27. the malicious damage caused to the property of Mr MONAMODI, committed during or about 1988 at or near Soweto;

81. the unlawful shooting of a dog at the property of Dr MATSIE, committed during or about 1988 at or near Soweto;

216. the unlawful placing and setting off of a limpet mine at a sports ground, committed during 1988 at or near Turffontein;

243. the escape from lawful custody and the attempted murder of an unknown policeman, committed on or about 31 March 1989 at or near the Jeppe Police Station; and

270. the unlawful possession of firearms and ammunition and explosive material (hand grenades and a limpet mine) during 1988;

5. SAZI RONNIE NDLOVU (identity number 650127 5577 089), in respect of -

27. the conspiracy to murder Mr SHOMANE and the malicious damage caused to the property of Mr Shomane, committed during or about 1988 at or near Dube; and

54. the armed robbery of a Fidelity Guards vehicle and the attempted murders of Messrs H.C. JANSEN VAN VUUREN, P.A. VILJOEN, PLAATJIES and SWART, committed on or about 5 November 1988 at or near Dube;

6. on 4 February 2000 to FRANK BIGBOY KHANYILE (identity number 490924 5660 087), in respect of the attack on the Nhlalakahle Police Station and all acts associated with this attack, committed on or about 28 October 1991 at or near Greytown;

108. the unlawful possession of ammunition and explosives, to wit one limpet mine and two hand grenades, committed on or about 27 March 1988; and

135. the planting of a limpet mine and two hand grenades behind Anthea's Club in the Pietersburg Holiday Inn on or about 27 March 1988;

6. ZOYISILE GODFREY QHAYI (identity number 671055 5549 08 1), in respect of -

27. public violence;
54. malicious damage to a delivery van belonging to Dan Hands Furniture Store; and
81. malicious damage to the home of Ms THANDIWE RINA WESSELS, committed on or about 20 April 1993 in or near Sabelo, Richmond;

10. on 23 February 2000 to MANGALISO JAFTA (identity number 650224 0001 80 4), in respect of the contravention of the Internal Security Act, 1982 (Act No. 74 of 1982), which contravention may be directly connected to the training of MK Members;

11. on 1 March 2000 to -

1. ANANANIA BOKSA MASIPHA (identity number 700805 5671 08 1), in respect of the offence of public violence, committed on or about 14 April 1993 at or near Mookgophong, Naboomspruit;
2. PATRICIA ELIZABETH HANEKOM (identity number 570421 0831 08 9), in respect of -

27. attending an illegal gathering in Johannesburg during or about December 1979, and in respect of which the applicant was cautioned and discharged in the Magistrates' Court, Johannesburg;

54. unlawfully receiving classified information during or about 1983 and passing the same on to the ANC;

81. the unlawful reproduction of speeches, utterances or statements in contravention of section 56(1)(p) of the Internal Security Act, 1982 (Act No.74 of 1982);

108. the unlawful possession of publications in contravention of section 8(1)(d) of the Publications Act, 1974 (Act No.42 of 1974); and

135. the provision of military hardware and material to members of ANC units during or about the period 1988 to 1990;

3. DEREK ANDRE HANEKOM (identity number 53011 35076 00 5), in respect of -

27. attending an illegal gathering in Johannesburg during or about December 1979, regarding which the applicant was cautioned and discharged in the Magistrates' Court, Johannesburg;

54. unlawfully receiving classified information during or about 1983 and passing the same on to the ANC;

81. the unlawful possession of publications in terms of section 56(1)(c) of the Internal Security Act, 1982 (Act No.74 of 1982); and

108. the unlawful possession of publications in terms of section 8(1)(d) of the Publications Act, 1974 (Act No.42 of 1974);

1. VUSIMEZI ROBERT NGCOBO (identity number 690924 5642 05 3), in respect of -

27. the murder of BONGANI ERICK KUNENE and robbery of his firearm, committed on or about 31 October 1993 at or near KwaMashu in the District of Inanda, KwaZulu-Natal; and

54. the illegal possession of a firearm and ammunition and any offence or delict arising from the said incident;

2. JANET YETTA LOVE (identity number 571221 0085 08 5), in respect of the unlawful possession and/or distribution of arms which were under the control of Operation Vula to various areas including the Vaal Triangle and the Eastern Cape;
3. ROLAND MARK HUNTER (identity number 580425 5161 00 2), in respect of the improper disclosure of information in contravention of section 118(4) of the Defense Act, 1957 (Act No. 44 of 1957);

3. KANI IKANENG NAANE (identity number 1-7735 4207), in respect of escaping from custody and theft, committed on or about 28 July 1993 at or near Leeuwkop Maximum Security Prison;

4. BOOYSEN MFANYANA MASHEGO (identity number 670327 5543 08 3), in respect of three counts of being in possession of arms and ammunition, committed in or near Tladi Camp, Soweto;

5. MHLESHUZWA JOSEPH NGEMA (identity number 570904 5700 08 6), in respect of -

27. the murder of SIMISO EDMUND MIYA;
54. the murder of BHEKI HLATSHWAYO;
81. the attempted murders of SIBUSISO LUTHULI, SIPHO SIKHUMBUSO LUTHULI, MZO MBONAMBI, CHUNKY MSIYA and ZISWE MBONAMBI, committed on or about 29 June 1993 at or near Umgababa in the District of Umbumbulu; and

81. perjury committed before the Harms Commission in 1990 where knowledge of the abduction and death of the deceased was denied;

2. FALAKHE PROFESSOR MADLALA (identity number 710917 5443 08 6) in respect of for the offences committed by him on or about 25 March 1990, at or near Mthwalume, in the district of Umzinto;

21. on 29 March 2000 to -

1. JOHNATHAN TLHOLEBE MODISANE (identity number 640211 5867 08 9); and
2. SOLOMON NETSI MOGALE (identity number 660821 5779 08 7), in respect of the roles played by them in the attempted coup d' etat which took place on or about 10 February 1988 in or near Bophuthatswana;

22. on 3 April 2000 to -

1. LUSINDISO POYO (identity number 650912 5062 08 7), in respect of -

27. the murders of NYAMEKO MAPEKULA, DAVID MVIMBI, EPHRAIM MOHAPE alias MZWANELE MATHIKWE and FALITENJWA RASTA NKANYEZI;

54. the attempted murder of MICHAEL RASMENI;
81.  the unlawful possession of various firearms including R4 rifles and shotguns;
108. the unlawful possession of ammunition; and

135. malicious injury to property in respect of the vehicle of Mr MAPIPA, committed on or about 23 March 1994 at or near Port St. Johns;
162. the unlawful possession of firearms, including an AK47 rifle, two Uzzi submachine guns and a R4 rifle;

4. JOHANNES MANDLA SHABANGU (identity number 590923 5811 08 7), in respect of-

27. the illegal possession of explosives and the malicious attack on and damage to the property of MAYEZA PETER MAHAULE, committed on or about 27 April 1980 at Bosfontein in the Nelspruit district, as part of a process to overthrow the then Government of the Republic of South Africa and thereby with a hostile intention to disturb, impair or endanger the safety of the State and in doing so committing the offence of high treason; and
54. the illegal possession of firearms and ammunition, committed on 1 August 1980;

54. the murders of Mr L MKHIZE and Mr NTOMBELA;
81. the murders of three unidentified IFP executive branch members; and
